PAG LIN 1 1 Section 1. Section 372.13, subsection 6, Code 1995, is 1 2 amended to read as follows: 1 3 6. Within fifteen days following a regular or special 1 4 meeting of the council, the clerk shall cause the minutes of 1 5 the proceedings of the council, including the total 1 6 expenditure from each city fund, to be published in a 1 7 newspaper of general circulation in the city. The publication 1 8 shall include a list of all claims allowed and a summary of 1 9 all receipts and shall show the gross amount of the claim. 1 10 Matters discussed in closed session pursuant to section 21.3 1 11 shall not be published until entered on the public minutes. 1 12 However, in cities having more thanone hundredfifty thousand 1 13 population the council shall each month print in pamphlet form 1 14 a detailed itemized statement of all receipts and 1 15 disbursements of the city, and a summary of its proceedings 1 16 during the preceding month, and furnish copies to the city 1 17 library, the daily newspapers of the city, and to persons who 1 18 apply at the office of the city clerk, and the pamphlet shall 1 19 constitute publication as required. Failure by the clerk to 1 20 make publication is a simple misdemeanor. The provisions of 1 21 this subsection are applicable in cities in which a newspaper 1 22 is published, or in cities of two hundred population or over, 1 23 but in all other cities, posting the statement in three public 1 24 places in the city which have been permanently designated by 1 25 ordinance is sufficient compliance with this subsection. 1 26 EXPLANATION 1 27 This bill authorizes cities having a population of 50,000 1 28 or more to print monthly in pamphlet form, an itemized list of 1 29 all claims, a summary of all receipts of the city, and a 1 30 summary of the city council's proceedings. The pamphlet is 1 31 disseminated to the city library, the newspapers, and other 1 32 persons who request a copy at the office of city clerk. The 1 33 pamphlet is prepared and distributed in lieu of paying for 1 34 publication of the proceedings and financial data in a 1 35 newspaper of general circulation in the city. 2 1 Under current law, the pamphlet option is authorized for 2 2 cities having a population of 150,000 or more. 2 3 LSB 1913SS 76 2 4 tj/cf/24
