  1  1    Section 1.  Section 321.384, subsection 1, Code 1995, is
  1  2 amended to read as follows:
  1  3    1.  Every motor vehicle upon a highway within the state, at
  1  4 any time from sunset to sunrise, at any time when the
  1  5 windshield wipers are in operation, and at such other times
  1  6 when conditions such as fog, snow, sleet, or rain provide
  1  7 insufficient lighting to render clearly discernible persons
  1  8 and vehicles on the highway at a distance of five hundred feet
  1  9 ahead, shall display lighted head lamps as provided in section
  1 10 321.415, subject to exceptions with respect to parked vehicles
  1 11 as hereinafter stated.  
  1 12                           EXPLANATION
  1 13    This bill requires that a motor vehicle must display
  1 14 lighted headlights at any time when the vehicle's windshield
  1 15 wipers are in operation.  A violation of this provision
  1 16 carries a scheduled fine of $20.
