1 1 Section 1. Section 262.9, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 30. Appoint an executive director, sub-
1 4 ject to senate confirmation, to administer the office of the
1 5 board. The executive director shall serve at the pleasure of
1 6 the board. The executive director shall be subject to
1 7 reconfirmation by the senate during the regular session of the
1 8 general assembly convening in January if the executive
1 9 director will complete a fourth year in office on or before
1 10 the following April 30. The executive director is exempt from
1 11 the merit system provisions of chapter 19A. The salary of the
1 12 executive director shall be set within a range established by
1 13 the general assembly. The executive director shall be
1 14 selected primarily for administrative ability and knowledge in
1 15 the field, without regard to political affiliation.
1 16 Sec. 2. EFFECTIVE DATE. This Act takes effect July 1,
1 17 1996.
1 18 EXPLANATION
1 19 This bill relates to the appointment of the executive
1 20 director of the state board of regents. Under the bill, the
1 21 executive director is appointed by and serves at the pleasure
1 22 of the board and is subject to senate confirmation and
1 23 reconfirmation every four years. The executive director is
1 24 exempt from the merit system and selection shall be based on
1 25 administrative ability and knowledge in the field, without
1 26 regard to political affiliation. The effective date of the
1 27 bill is July 1, 1996.
