  1  1          SENATE CONCURRENT RESOLUTION NO.    
  1  2             BY  COMMITTEE ON APPROPRIATIONS
  1  3                 (SUCCESSOR TO SSB 368)
  1  4 A Concurrent Resolution requesting that Congress
  1  5    introduce legislation providing for state 
  1  6    sovereignty through the low-cost financing of 
  1  7    debt and needed capital projects by state and
  1  8    local governments.
  1  9    WHEREAS, the State of Iowa has consistently
  1 10 supported legislation that has been in harmony with
  1 11 the needs of the federal government as well as the
  1 12 state and local governments; and
  1 13    WHEREAS, the demands for infrastructure, including
  1 14 sewers, roads, public buildings, and other capital
  1 15 assets, which are provided through federal, state, and
  1 16 local governments are not being met due to the lack of
  1 17 money; and
  1 18    WHEREAS, American taxpayers are already heavily
  1 19 burdened with various taxes; and
  1 20    WHEREAS, governmental entities must from time to
  1 21 time issue bonds to finance capital projects that are
  1 22 necessary to ensure the health and welfare of the
  1 23 citizens of the State of Iowa; and
  1 24    WHEREAS, the sovereignty proposal currently under
  1 25 discussion would make interest-free loans available to
  1 26 states and local governments from federal government
  1 27 funds, which must be used for building and repairing
  1 28 capital assets and for paying off existing debt; and
  1 29    WHEREAS, if federal legislation is properly written
  1 30 and implemented, the sovereignty proposal has the
  2  1 potential of saving citizens an enormous amount of
  2  2 taxes, building needed infrastructure, increasing
  2  3 employment, and reducing federal, state, and local
  2  4 government deficits and debts;  NOW THEREFORE,
  2  5    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2  6 REPRESENTATIVES CONCURRING, That the General Assembly
  2  7 of the State of Iowa supports the concept of the
  2  8 sovereignty proposal and joins with other states in
  2  9 requesting that the Congress of the United States
  2 10 introduce the formal legislation necessary to generate
  2 11 national debate on the proposal; and
  2 12    BE IT FURTHER RESOLVED, That following public
  2 13 discussion of the proposal, the General Assembly of
  2 14 the State of Iowa will be better able to determine the
  2 15 full merits of the proposal and will advise the
  2 16 members of Iowa's congressional delegation
  2 17 accordingly; and
  2 18    BE IT FURTHER RESOLVED, That copies of this
  2 19 Resolution be transmitted to the Speaker of the United
  2 20 States House of Representatives, the President of the
  2 21 United States Senate, and all of the members of Iowa's
  2 22 congressional delegation.
