  1  1          SENATE CONCURRENT RESOLUTION NO.    
  1  2                 BY  CONNOLLY AND KRAMER
  1  3 A Concurrent Resolution relating to an interim study 
  1  4    on the effects of conditions of poverty on the
  1  5    education of the children of Iowa.
  1  6    WHEREAS, conditions of poverty affect all schools
  1  7 and all communities of the state of Iowa; and
  1  8    WHEREAS, the education committees of both chambers
  1  9 of the General Assembly have passed legislation
  1 10 intended to address the impact of the condition of
  1 11 poverty on the public schools of Iowa; and
  1 12    WHEREAS, the social demographics of the state are
  1 13 rapidly changing; and
  1 14    WHEREAS, the public schools are responsible for
  1 15 providing an equitable, free public education for all
  1 16 children; and
  1 17    WHEREAS, the conditions of poverty negatively
  1 18 impact the health, education, and employability of
  1 19 Iowa's citizens; NOW THEREFORE,
  1 20    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  1 21 REPRESENTATIVES CONCURRING, That the Legislative
  1 22 Council is urged to authorize and expend the necessary
  1 23 funds to conduct an interim study that will assess the
  1 24 impact of poverty on the decision making and teaching
  1 25 and learning systems of Iowa's public school for
  1 26 grades kindergarten through 12.
  1 27    BE IT FURTHER RESOLVED, That such a study seek
  1 28 assistance from the state departments of education,
  1 29 human services, economic development, and other public
  1 30 and nonpublic institutions and agencies deemed
  2  1 appropriate.
  2  2    BE IT FURTHER RESOLVED, That the study do all of
  2  3 the following:  define the conditions of poverty;
  2  4 estimate the number of school dropouts and the number
  2  5 of children and families living in poverty; compare
  2  6 the conditions of poverty in Iowa with other
  2  7 midwestern states; and recommend a procedure to track
  2  8 the impact of poverty on education, health conditions,
  2  9 and the Iowa job market.
  2 10    BE IT FURTHER RESOLVED, That such a study, being
  2 11 considered of utmost importance to the welfare of the
  2 12 state, begin as soon as possible, with the results of
  2 13 the study to be completed by December 15, 1995, and to
  2 14 be reported to the Iowa General Assembly by January
  2 15 15, 1996.
