1 1 SENATE CONCURRENT RESOLUTION NO.
1 2 BY COMMITTEE ON TRANSPORTATION
1 3 (SUCCESSOR TO SSB 57)
1 4 A Concurrent Resolution declaring support for Amtrak.
1 5 WHEREAS, Amtrak, the national railroad passenger
1 6 corporation providing national railroad passenger
1 7 service, is energy efficient and environmentally
1 8 beneficial, consuming about half as much energy per
1 9 passenger mile as an airline and causing less air
1 10 pollution; and
1 11 WHEREAS, Amtrak provides mobility to citizens of
1 12 many smaller communities poorly served by air and bus
1 13 services and to those persons with medical conditions
1 14 which prevent them from flying; and
1 15 WHEREAS, Amtrak is nine times safer than driving a
1 16 motor vehicle on a passenger mile basis, and operates
1 17 even in severe weather conditions; and
1 18 WHEREAS, Amtrak travel rose forty-eight percent
1 19 from 1982 to 1993 and Amtrak dramatically improved
1 20 coverage of its operating costs from revenues; and
1 21 WHEREAS, expansion of Amtrak service by using
1 22 existing rail rights-of-way would cost less and use
1 23 less land than new highways and airports and would
1 24 further increase Amtrak's energy efficiency advantage;
1 25 and
1 26 WHEREAS, federal investment in Amtrak has fallen in
1 27 the last decade while it has risen for airports and
1 28 highways; and
1 29 WHEREAS, Amtrak pays a fuel tax that airlines do
1 30 not pay; and
2 1 WHEREAS, Amtrak workers and vendors pay more in
2 2 taxes than the federal government invests in Amtrak;
2 3 NOW THEREFORE,
2 4 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 5 REPRESENTATIVES CONCURRING, That the President of the
2 6 United States and the Congress are urged to do the
2 7 following:
2 8 1. Maintain the current level of Amtrak funding.
2 9 2. Exempt Amtrak from paying fuel taxes that
2 10 airlines do not pay.
2 11 3. Include a strong Amtrak system in any plans for
2 12 a national transportation system;
2 13 BE IT FURTHER RESOLVED, That copies of this
2 14 Resolution be sent to the President of the United
2 15 States, the President of the United States Senate, the
2 16 Speaker of the United States House of Representatives,
2 17 and members of Iowa's congressional delegation.
