1 1 SENATE CONCURRENT RESOLUTION NO.
1 2 BY IVERSON
1 3 (Companion to LSB 1032HH by Churchill)
1 4 A Concurrent Resolution inviting the Iowa congressional
1 5 delegation to address a joint session of the Iowa
1 6 General Assembly regarding unfunded federal mandates.
1 7 WHEREAS, the number of unfunded federal mandates
1 8 imposed upon the states by the United States Congress
1 9 has increased in recent years; and
1 10 WHEREAS, the continuous imposition of mandates
1 11 places Iowa and her sister states in the precarious
1 12 position of either attempting to fund the federal
1 13 requirements with diminishing amounts of available
1 14 revenue and thereby causing reductions in other state
1 15 services or jeopardizing eligibility for certain
1 16 federal funds; and
1 17 WHEREAS, states and the United States Congress
1 18 should engage in discussions regarding the difficult
1 19 posture in which the states have been cast and the
1 20 urgent necessity of the states to receive monetary
1 21 assistance for these mandates or relief from the
1 22 enforcement of these unfunded decrees; and
1 23 WHEREAS, the members of the Iowa General Assembly
1 24 desire to communicate with the Iowa congressional
1 25 delegation in person concerning this critical problem
1 26 so that the delegation may become completely cognizant
1 27 of the effect the actions of the federal government
1 28 have at the state legislative level and may become
1 29 more sensitive to the difficulties unfunded federal
1 30 mandates create; NOW THEREFORE,
2 1 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 2 REPRESENTATIVES CONCURRING, That all members of the
2 3 Iowa congressional delegation be respectfully called
2 4 upon to appear before a joint session of the Iowa
2 5 General Assembly to discuss their votes on federal
2 6 mandates and the problems related to unfunded federal
2 7 mandates.
2 8 BE IT FURTHER RESOLVED, That the Secretary of the
2 9 Senate send copies of this Resolution to each member
2 10 of the Iowa congressional delegation.
