1 14 rate-regulated under this chapter shall assess

1 19 buildings. The utility shall submit the assessment to
1 20 the board. Upon receipt of the assessment, the board
1 21 shall consult with the energy bureau of the division
1 22 of energy and geological resources of the department
1 23 of natural resources to develop specific capacity and
1 24 energy savings performance standards for each utility.
1 25 The utility shall submit an energy efficiency plan
1 26 which shall include economically achievable programs
1 27 designed to attain these energy and capacity
1 28 performance standards."
