PAG LIN 1 1 Amend House File 2486, as amended, passed, and 1 2 reprinted by the House, as follows: 1 3 #1. Page 24, by inserting after line 22 the 1 4 following: 1 5 "Sec. . WELFARE REFORM BLOCK GRANT. 1 6 1. Notwithstanding contrary provisions of section 1 7 8.41, as enacted in 1996 Iowa Acts, House File 2256, 1 8 the provisions of this section shall apply if all of 1 9 the following conditions are met: 1 10 a. The provisions of this section shall apply only 1 11 to programs, funding, and policies of the family 1 12 investment program and the job opportunities and basic 1 13 skills (JOBS) program. 1 14 b. Federal law creating a welfare reform block 1 15 grant is enacted which provides for optional early 1 16 implementation dates which precede the convening of 1 17 the Seventy-seventh General Assembly. 1 18 c. The department of human services determines 1 19 early implementation of the federal block grant 1 20 provisions is advantageous to Iowa. All of the 1 21 following requirements shall apply in order for the 1 22 department to make such a determination: 1 23 (1) Early implementation will result in additional 1 24 federal funding for the family investment program or 1 25 the JOBS program. 1 26 (2) The early implementation of the block grant 1 27 provisions will not disadvantage any applicant or 1 28 recipient of assistance under the family investment 1 29 program by resulting in reduced benefits, terminated 1 30 eligibility, or denied eligibility to the extent those 1 31 conditions would not have resulted under Iowa's 1 32 welfare reform provisions in effect prior to the early 1 33 implementation of the federal block grant provisions. 1 34 The department may satisfy this requirement by using 1 35 one hundred percent state funds to offset any 1 36 disadvantage to an applicant or recipient for services 1 37 eligible for federal financial participation prior to 1 38 the early implementation of the federal block grant 1 39 provisions if the increase in state funds used does 1 40 not exceed any additional federal funding received 1 41 under the block grant. 1 42 (3) The department can reasonably make computer 1 43 system and procedural changes necessary to implement 1 44 the provisions within any federally mandated time 1 45 frames as necessary to qualify for early 1 46 implementation of the federal block grant provisions. 1 47 (4) The state will not incur any excessive 1 48 financial risks with early implementation of the 1 49 federal block grant provisions. 1 50 2. If the federal legislation described is 2 1 enacted, the department shall seek input from the 2 2 individuals of the work group which considered the 2 3 state human investment policy or a successor 2 4 interagency task force which makes recommendations to 2 5 the department concerning the family investment 2 6 program. 2 7 3. If all of the conditions of subsections 1 and 2 2 8 are met, the department may take steps to notify the 2 9 United States department of health and human services, 2 10 or some other such entity as designated in the federal 2 11 legislation, that the state of Iowa is opting for 2 12 early implementation of the federal welfare reform 2 13 block grant provisions. If the department takes steps 2 14 to elect early implementation of the federal block 2 15 grant provisions, the department shall notify the 2 16 fiscal committee of the legislative council, the 2 17 legislative fiscal bureau, the chairpersons and 2 18 ranking members of the senate and house committees on 2 19 human resources, and the chairpersons and ranking 2 20 members of the senate and house appropriations 2 21 subcommittee on human services of all of the 2 22 following: 2 23 a. The findings that the conditions in subsection 2 24 1 are met. 2 25 b. The notice to the federal government of 2 26 electing early implementation of the block grant 2 27 provisions. 2 28 c. Fiscal impacts of electing early implementation 2 29 of the block grant provisions. 2 30 4. If allowed by federal law, the department may 2 31 discontinue the provisions for control groups as 2 32 required by the federal government and apply welfare 2 33 reform policies to all applicants and recipients of 2 34 assistance in the family investment program equally. 2 35 The department shall make notifications similar to 2 36 those required in subsection 3 of any decision to 2 37 continue or discontinue control groups." 2 38 #2.
