1 3 #1. Page 38, by inserting after line 4 the
1 4 following:
1 5 "Sec. . Section 331.302, Code 1995, is amended
1 6 by adding the following new subsection:
1 7 NEW SUBSECTION. 16. The summary of a proposed
1 8 ordinance containing a zoning regulation, restriction,
1 9 or boundary shall be published prior to its first
1 10 consideration by the board of supervisors. After the
1 11 summary has been published and before the meeting at
1 12 which the ordinance is to be finally passed, the board
1 13 on its motion may direct the commissioner of elections
1 14 to conduct a referendum on the question of whether the
1 15 registered voters of the unincorporated area of the
1 16 county favor passage of the ordinance by the board of
1 17 supervisors. The results of the referendum are
1 18 binding on any further action of the board pertaining
1 19 to the ordinance."
