The department 2 16 shall select service providers that, to the extent 2 17 possible, meet or have the ability to meet the 2 18 following criteria: 2 19 a. The capacity to deliver services uniformly 2 20 throughout the service delivery area. 2 21 b. The experience to provide workforce development 2 22 services. 2 23 c. The capacity to cooperate with other public and 2 24 private agencies and entities in the delivery of 2 25 education, workforce training, retraining, and 2 26 workforce development services throughout the service 2 27 delivery area. 2 28 d. The demonstrated capacity to understand and 2 29 comply with all applicable state and federal laws, 2 30 rules, ordinances, regulations, and orders, including 2 31 fiscal requirements." 2 32 #17. Page 16, line 15, by inserting after the 2 33 figure "260C.2," the following: "or within a 2 34 combination of merged areas,". 2 35 #18. Page 18, by striking line 29 and inserting 2 36 the following: 2 37 "Sec. . The director of the department of 2 38 workforce development shall, in cooperation with the 2 39 department of personnel, make recommendations to the 2 40 department of personnel concerning the development and 2 41 implementation of a new position classification plan 2 42 for the department. The position classification plan 2 43 shall reflect the expanded responsibilities of the 2 44 department, facilitate the integration of job training 2 45 and job placement programs, foster a professional, 2 46 innovative, and high performance working environment, 2 47 and provide flexibility in designing and implementing 2 48 local and regional workforce development delivery 2 49 systems. However, the new position classification 2 50 plan to be implemented by the department shall be 3 1 consistent with the rules adopted as of the effective 3 2 date of this Act pursuant to section 19A.9, subsection 3 3 1, for position classification plans. 3 4 The new position classification plan shall be 3 5 adopted by the department of personnel and implemented 3 6 by the department of workforce development not later 3 7 than January 1, 1997. Employees of the department of 3 8 employment services and employees who were assigned to 3 9 the department of economic development prior to July 3 10 1, 1996, shall have an equal opportunity to apply for 3 11 the positions established in the new position 3 12 classification plan. 3 13 The department of personnel shall assist the 3 14 department of workforce development with the 3 15 implementation of this section. 3 16 In designing the local, regional, and state". 3 17 #19.
