1 3 #1. Page 2, by inserting after line 20 the
1 4 following:
1 5 "3. The director shall reserve fifty nonresident
1 6 deer hunting licenses for allocation as approved by a
1 7 majority of a committee consisting of the majority
1 8 leader of the senate, speaker of the house of
1 9 representatives, and director of the department of
1 10 economic development, or their designees. The
1 11 licenses reserved pursuant to the subsection shall be
1 12 in addition to the number of nonresident licenses
1 13 authorized pursuant to section 483A.8. The purpose of
1 14 the special nonresident licenses is to allow state
1 15 officials and local development groups to promote the
1 16 state and its natural resources to nonresident guests
1 17 and dignitaries. Photographs, video tapes, or any
1 18 other form of media resulting from the hunting
1 19 visitation shall not be used for political campaign
1 20 purposes. The nonresident licenses shall be issued
1 21 without application upon payment of the nonresident
1 22 deer hunting license fee and the wildlife habitat
1 23 stamp fee. The licenses are valid in all zones open
1 24 to deer hunting. The hunter safety and ethics
1 25 education certificate requirement pursuant to section
1 26 483A.27 is waived for a nonresident issued a license
1 27 pursuant to this subsection.
1 28 4. The director shall reserve fifty nonresident
1 29 wild turkey hunting licenses for allocation as
1 30 approved by a majority of a committee consisting of
1 31 the majority leader of the senate, speaker of the
1 32 house of representatives, and director of the
1 33 department of economic development, or their
1 34 designees. The licenses reserved pursuant to the
1 35 subsection shall be in addition to the number of
1 36 nonresident licenses authorized pursuant to section
1 37 483A.7. The purpose of the special nonresident
1 38 licenses is to allow state officials and local
1 39 development groups to promote the state and its
1 40 natural resources to nonresident guests and
1 41 dignitaries. Photographs, video tapes, or any other
1 42 form of media resulting from the hunting visitation
1 43 shall not be used for political campaign purposes.
1 44 The nonresident licenses shall be issued without
1 45 application upon payment of the nonresident wild
1 46 turkey hunting license fee and the wildlife habitat
