PAG LIN 1 1 Amend the amendment, S-5464, to House File 2416, as 1 2 passed by the House, as follows: 1 3 #1. Page 20, by inserting after line 18 the 1 4 following: 1 5 "Sec. . Section 99F.6, subsection 4, paragraph 1 6 a, Code Supplement 1995, is amended to read as 1 7 follows: 1 8 a. Before a license is granted, the division of 1 9 criminal investigation of the department of public 1 10 safety shall conduct a thorough background 1 11 investigation of the applicant for a license to 1 12 operate a gambling game operation on an excursion 1 13 gambling boat. The applicant shall provide 1 14 information on a form as required by the division of 1 15 criminal investigation. A qualified sponsoring 1 16 organization licensed to operate gambling games under 1 17 this chapter shall distribute the receipts of all 1 18 gambling games, less reasonable expenses, charges, 1 19 taxes, fees, and deductions allowed under this 1 20 chapter, as winnings to players or participants or 1 21 shall distribute the receipts for educational, civic, 1 22 public, charitable, patriotic, or religious uses as 1 23 defined in section 99B.7, subsection 3, paragraph "b". 1 24 However, if a licensee who is also licensed to conduct 1 25 pari-mutuel wagering at a horse racetrack has unpaid 1 26 debt from the pari-mutuel racetrack operations, the 1 27 first receipts of the gambling games operated within 1 28 the racetrack enclosure less reasonable operating 1 29 expenses, taxes, and fees allowed under this chapter 1 30 shall be first used to pay the annual indebtedness. 1 31 After any annual indebtedness liability is paid, the 1 32 commission shall require that at least twenty-five 1 33 percent of the remaining receipts from gambling games 1 34 at a horse racetrack enclosure shall be used to 1 35 supplement purses for horse races. The commission 1 36 shall also authorize, subject tothe debt payments for1 37horse racetracks andthe provisions of paragraph "b" 1 38 for dog racetracks, a licensee who is also licensed to 1 39 conduct pari-mutuel dog or horse racing to use 1 40 receipts from gambling games within the racetrack 1 41 enclosure to supplement purses for races particularly 1 42 for Iowa-bred horses pursuant to an agreement which 1 43 shall be negotiated between the licensee and 1 44 representatives of the dog or horse owners. A 1 45 qualified sponsoring organization shall not make a 1 46 contribution to a candidate, political committee, 1 47 candidate's committee, state statutory political 1 48 committee, county statutory political committee, 1 49 national political party, or fund-raising event as 1 50 these terms are defined in section 56.2. The 2 1 membership of the board of directors of a qualified 2 2 sponsoring organization shall represent a broad 2 3 interest of the communities." 2 4 #2.
