  1  3    #1.  By striking everything after the enacting
  1  4 clause and inserting the following:
  1  5    "Section 1.  There is appropriated from the general
  1  6 fund of the state and other designated funds to the
  1  7 department of economic development for the fiscal year
  1  8 beginning July 1, 1996, and ending June 30, 1997, the
  1  9 following amounts, or so much thereof as is necessary,
  1 10 to be used for the purposes designated:
  1 11    1.  ADMINISTRATIVE SERVICES DIVISION
  1 12    a.  General administration
  1 13    For salaries, support, maintenance, miscellaneous
  1 14 purposes, for providing that a business receiving
  1 15 moneys from the department for the purpose of job
  1 16 creation shall make available ten percent of the new
  1 17 jobs created for PROMISE JOBS program participants who
  1 18 are qualified for the jobs created, and for not more
  1 19 than the following full-time equivalent positions:  
  1 20 .................................................. $  1,405,687

  1 22    The director shall coordinate efforts with the
  1 23 workforce coordinator and the department of workforce
  1 24 development, if established by Senate File 2409 or
  1 25 House File 2463, to implement the intent of the

  1 27 creation moneys and shall report to the joint economic
  1 28 development appropriations subcommittee regarding the
  1 29 number of jobs to be created by each business, the
  1 30 number of qualified PROMISE JOBS participants applying
  1 31 with the business, and the number of PROMISE JOBS
  1 32 participants hired.
  1 33    b.  Film office
  1 34    For salaries, support, maintenance, miscellaneous
  1 35 purposes, and for not more than the following full-
  1 36 time equivalent positions:

  1 39    2.  BUSINESS DEVELOPMENT DIVISION
  1 40    a.  Business development operations
  1 41    For salaries, support, maintenance, miscellaneous

  1 43 technology center, allocating $50,000 to the plastics
  1 44 technology center, and for not more than the following
  1 45 full-time equivalent positions:

  1 48    The department may use up to $60,000 of any funds
  1 49 remaining unobligated on June 30, 1996, in the Wallace
  1 50 technology transfer foundation fund, notwithstanding
  2  1 section 8.33, and add up to a 0.50 full-time
  2  2 equivalent position to administer the heartland
  2  3 technology network, the graphic arts technology
  2  4 center, and the plastics technology center.
  2  5    The department may use up to $75,000 of the funds
  2  6 remaining unobligated in the Wallace technology
  2  7 transfer foundation fund on June 30, 1996,
  2  8 notwithstanding section 8.33, for the purposes of the
  2  9 regulatory assistance program.
  2 10    The department shall allocate $100,000, or so much
  2 11 thereof as may be necessary, of the funds remaining
  2 12 unobligated in the Wallace technology transfer
  2 13 foundation fund on June 30, 1996, notwithstanding
  2 14 section 8.33, to the workforce development division
  2 15 for business consortia and supplier network training.
  2 16    Unobligated funds remaining in the Wallace
  2 17 technology transfer foundation fund after making the
  2 18 allocations under this paragraph shall be transferred
  2 19 to the strategic investment fund for use in the
  2 20 community economic betterment program.
  2 21    b.  Small business programs
  2 22    For salaries, support, maintenance, miscellaneous
  2 23 purposes, for the small business program, the small
  2 24 business advisory council, targeted small business
  2 25 program and the targeted small business compliance
  2 26 officer, and for not more than the following full-time
  2 27 equivalent positions:

  2 41    d.  Strategic investment fund
  2 42    For deposit in the strategic investment fund for

  2 48    Moneys appropriated for fiscal year 1995-1996 and

  3  2 incubator in Des Moines for the fiscal year beginning
  3  3 July 1, 1996, and ending June 30, 1997.
  3  4    f.  Insurance economic development
  3  5    There is appropriated from moneys collected by the
  3  6 division of insurance in excess of the anticipated
  3  7 gross revenues under section 505.7, subsection 3, to
  3  8 the department for the fiscal year beginning July 1,
  3  9 1996, and ending June 30, 1997, the following amount,
  3 10 or so much thereof as is necessary, for insurance
  3 11 economic development and international insurance
  3 12 economic development:

  3 14    g.  Value-added agriculture
  3 15    There is appropriated from the moneys available to
  3 16 support value-added agricultural products and
  3 17 processes, four percent, or so much thereof as is
  3 18 necessary, of the total moneys available to support
  3 19 value-added agricultural products and processes
  3 20 pursuant to section 423.24 each quarter for
  3 21 administration of the value-added agricultural
  3 22 products and processes financial assistance program as
  3 23 provided in section 15E.111, including salaries,
  3 24 support, maintenance, miscellaneous purposes, and for
  3 25 not more than 2.00 FTEs.  
  3 26    3.  COMMUNITY DEVELOPMENT DIVISION
  3 27    a.  Community assistance
  3 28    For salaries, support, maintenance, and
  3 29 miscellaneous purposes for administration of the
  3 30 community economic preparedness program, the Iowa
  3 31 community betterment program, and the city development
  3 32 boards, and for not more than the following full-time
  3 33 equivalent positions:

  4 12    There is also appropriated from the rural community
  4 13 2000 program revolving fund established in section

  4 18    Notwithstanding section 8.33, moneys committed to
  4 19 grantees under contract from the general fund of the

  4 23 end of the fiscal year shall not revert but shall be
  4 24 available for expenditure for purposes of the contract

  4 26    d.  Community development block grant and HOME
  4 27    For administration and related federal housing and
  4 28 urban development grant administration for salaries,
  4 29 support, maintenance, miscellaneous purposes, and for
  4 30 not more than the following full-time equivalent
  4 31 positions:

  4 34    e.  Councils of governments
  4 35    There is appropriated from the rural community 2000
  4 36 program revolving fund established in section 15.287
  4 37 to provide to Iowa's councils of governments funds for
  4 38 planning and technical assistance funds to assist
  4 39 local governments to develop community development
  4 40 strategies for addressing long-term and short-term
  4 41 community needs:

  4 43    f.  Housing development fund
  4 44    For providing technical assistance to communities
  4 45 of all sizes and local financial institutions to help
  4 46 meet local housing needs and to provide and transfer
  4 47 matching funds for the HOME program:

  4 49    Notwithstanding section 8.33, moneys committed to
  4 50 grantees under contract from the housing development
  5  1 fund and moneys transferred for matching funds for the
  5  2 HOME program that remain unexpended or unobligated on
  5  3 June 30 of the fiscal year shall not revert to any
  5  4 fund but shall be available for obligation and
  5  5 expenditure for purposes of those programs during the
  5  6 succeeding fiscal year.
  5  7    4.  INTERNATIONAL DIVISION
  5  8    a.  International trade operations
  5  9    For salaries, support, maintenance, miscellaneous
  5 10 purposes, for promotion of export sales of Iowa's
  5 11 agricultural commodities and value-added agricultural
  5 12 products, and for not more than the following full-
  5 13 time equivalent positions:  
  5 14 .................................................. $    927,950
  5 15 ............................................... FTEs      10.00
  5 16    From among the full-time equivalent positions
  5 17 authorized by this paragraph, one position shall
  5 18 concentrate on the export sale of grain, one to the
  5 19 export sale of livestock, and one to the export sale
  5 20 of value-added agricultural products.  
  5 21    b.  Foreign trade offices
  5 22    For salaries, support, maintenance, and
  5 23 miscellaneous purposes:

  5 25    c.  Export trade assistance program
  5 26    For export trade activities, including a program to
  5 27 encourage and increase participation in trade shows
  5 28 and trade missions by providing financial assistance
  5 29 to businesses for a percentage of their costs of
  5 30 participating in trade shows and trade missions, by
  5 31 providing for the lease/sublease of showcase space in
  5 32 existing world trade centers, by providing temporary
  5 33 office space for foreign buyers, international
  5 34 prospects, and potential reverse investors, and by
  5 35 providing other promotional and assistance activities,
  5 36 including salaries, support, and for not more than the
  5 37 following full-time equivalent positions:

  5 40    d.  Agricultural product advisory council
  5 41    For support, maintenance, and miscellaneous
  5 42 purposes:

  5 44    e.  For transfer to the partner state program which
  5 45 the department may use to contract with private groups
  5 46 or organizations which are the most appropriate to
  5 47 administer this program and the groups and
  5 48 organizations participating in the program shall, to
  5 49 the fullest extent possible, provide the funds to
  5 50 match the appropriation made in this subsection of the
  6  1 funds transferred:

  6  3    5.  TOURISM DIVISION
  6  4    a.  Tourism operations
  6  5    For salaries, support, maintenance, and
  6  6 miscellaneous purposes, provided that the
  6  7 appropriation shall not be used for advertising
  6  8 placements for in-state and out-of-state tourism
  6  9 marketing, and for not more than the following full-
  6 10 time equivalent positions:  
  6 11 .................................................. $    725,212

  6 13    b.  Tourism advertising
  6 14    For contracting exclusively for tourism advertising
  6 15 for in-state and out-of-state tourism marketing
  6 16 services, tourism promotion programs, electronic
  6 17 media, print media, and printed materials:  
  6 18 .................................................. $  2,687,000
  6 19    The department shall not use the moneys
  6 20 appropriated in this lettered paragraph unless the
  6 21 department develops public-private partnerships with
  6 22 Iowa businesses in the tourism industry, Iowa tour
  6 23 groups, Iowa tourism organizations, and political
  6 24 subdivisions in this state to assist in the
  6 25 development of advertising efforts.  The department
  6 26 shall, to the fullest extent possible, develop
  6 27 cooperative efforts for advertising with contributions
  6 28 from other sources.
  6 29    c.  Welcome center program
  6 30    To implement the recommendations of the statewide
  6 31 long-range plan for developing and operating welcome
  6 32 centers throughout the state and for allocating
  6 33 $150,000 for a new welcome center:  
  6 34 .................................................. $    390,000
  6 35    6.  WORKFORCE DEVELOPMENT DIVISION
  6 36    Business consortia and supplier network training:  
  6 37 .................................................. $    150,000
  6 38    Funds appropriated in this section shall be
  6 39 transferred to the workforce development fund and used
  6 40 for training directed at specific needs of businesses
  6 41 involved with business consortia and supplier
  6 42 networks.
  6 43    Sec. 2.  Notwithstanding section 15E.120,
  6 44 subsections 5, 6, and 7, and section 15.287, there is
  6 45 appropriated from the Iowa community development loan
  6 46 fund all the moneys available during the fiscal year
  6 47 beginning July 1, 1996, and ending June 30, 1997, to
  6 48 the department of economic development for the rural
  6 49 development program to be used by the department for
  6 50 the purposes of the program.
  7  1    Sec. 3.  Notwithstanding section 15.251, subsection
  7  2 2, there is appropriated from the job training fund to
  7  3 the department of economic development for the fiscal
  7  4 year beginning July 1, 1996, and ending June 30, 1997,
  7  5 the following amount, or so much thereof as is
  7  6 necessary, to be used for the purpose designated:
  7  7    For administration of chapter 260E, including
  7  8 salaries, support, maintenance, miscellaneous
  7  9 purposes, and for not more than the following full-
  7 10 time equivalent positions:  
  7 11 .................................................. $    160,000
  7 12 ............................................... FTEs       2.40
  7 13    Appropriations to the department of economic
  7 14 development for administration of chapter 260E and the
  7 15 department of employment services for the target
  7 16 alliance program shall be funded on a proportional
  7 17 basis if receipts to the job training fund are
  7 18 insufficient to fund both appropriations in their
  7 19 entirety.
  7 20    Sec. 4.  Of all funds appropriated to or receipts
  7 21 credited to the job training fund created in section
  7 22 260F.6, subsection 1, $125,000 and not more than 1.30
  7 23 FTEs may be used for the administration of job
  7 24 training programs.
  7 25    Sec. 5.  There is appropriated from the general
  7 26 fund of the state to the Iowa seed capital corporation
  7 27 fund established in section 15E.89, for the fiscal
  7 28 year beginning July 1, 1996, and ending June 30, 1997,
  7 29 the following amount, or so much thereof as is
  7 30 necessary, for not more than the following full-time
  7 31 equivalent positions and for the purposes of the
  7 32 corporation:  
  7 33 .................................................. $    330,275
  7 34 ............................................... FTEs       5.00
  7 35    It is the intent of the general assembly that the
  7 36 current manner in which seed capital investments are
  7 37 managed shall be changed by July 1, 1998.  The
  7 38 department of economic development board shall appoint
  7 39 an advisory committee to make recommendations for
  7 40 managing seed capital investments after July 1, 1998.
  7 41 The committee shall report to the joint appropriations
  7 42 subcommittee on economic development by December 1,
  7 43 1996, regarding its recommendations.
  7 44    Sec. 6.  Upon payment in full of a certificate of
  7 45 participation or other obligation issued to fund a job
  7 46 training program under chapter 260E, the community
  7 47 college providing the job training program shall
  7 48 notify the department of revenue and finance and the
  7 49 department of management of the amount paid by the
  7 50 employer or business to the community college to
  8  1 retire the certificate during the previous twelve
  8  2 months.  Twenty-five percent of that amount shall be
  8  3 appropriated each quarter of the fiscal year beginning
  8  4 July 1, 1996.  If the actual amount of withholding
  8  5 from the business or employer during the fiscal year
  8  6 beginning July 1, 1996, is insufficient, the quarterly
  8  7 appropriation shall be prorated.  The maximum amount
  8  8 from all employers which shall be transferred to the
  8  9 workforce development fund during the fiscal year is
  8 10 ten million dollars.
  8 11    Sec. 7.  There is allocated from the workforce
  8 12 development fund established in section 15.343, for
  8 13 the fiscal year beginning July 1, 1996, and ending
  8 14 June 30, 1997, the sum of $50,000.  The department of
  8 15 economic development shall award these funds for
  8 16 productivity enhancement projects through a request
  8 17 for proposal process.
  8 18    Sec. 8.  Notwithstanding section 423.24, subsection
  8 19 1, paragraph "b", subparagraph (1), there is
  8 20 appropriated for the fiscal year beginning July 1,
  8 21 1996, and ending June 30, 1997, $100,000 of the total
  8 22 revenues collected pursuant to section 423.7 and
  8 23 deposited in the value-added agricultural products and
  8 24 processes financial assistance fund, pursuant to
  8 25 section 423.24, subsection 1, paragraph "b",
  8 26 subparagraph (1), to the Iowa cooperative extension
  8 27 service in agriculture and home economics at Iowa
  8 28 state university of science and technology for
  8 29 administration of the Iowa grain quality initiative.
  8 30    Sec. 9.  There is appropriated from the general
  8 31 fund of the state to the Iowa state university of
  8 32 science and technology for the fiscal year beginning
  8 33 July 1, 1996, and ending June 30, 1997, the following
  8 34 amounts, or so much thereof as is necessary, to be
  8 35 used for the purposes designated:
  8 36    1.  For funding and maintaining in their current
  8 37 locations the existing small business development
  8 38 centers, and for not more than the following full-time
  8 39 equivalent positions:  
  8 40 .................................................. $  1,216,245
  8 41 ............................................... FTEs       5.80
  8 42    2.  For funding the institute for physical research
  8 43 and technology, and for not more than the following
  8 44 full-time equivalent positions:  
  8 45 .................................................. $  4,124,607

  8 47    It is the intent of the general assembly that the
  8 48 incentive program focus on Iowa industrial sectors and
  8 49 seek contributions and in-kind donations from
  8 50 businesses, industrial foundations, and trade
  9  1 associations and that moneys for the institute for
  9  2 physical research and technology industrial incentive
  9  3 program shall only be allocated for projects which are
  9  4 matched by private sector moneys for directed contract
  9  5 research or for nondirected research.  The match
  9  6 required of small businesses as defined in section
  9  7 15.102, subsection 4, for directed contract research
  9  8 or for nondirected research shall be $1 for each $3 of
  9  9 state funds.  The match required for other businesses
  9 10 for directed contract research or for nondirected
  9 11 research shall be $1 for each $1 of state funds.  The
  9 12 match required of industrial foundations or trade
  9 13 associations shall be $1 for each $1 of state funds.
  9 14    Iowa state university shall report annually to the
  9 15 joint economic development subcommittee of the senate
  9 16 and house appropriations committees the total amounts
  9 17 of private contributions, the proportion of
  9 18 contributions from small businesses and other
  9 19 businesses, and the proportion for directed contract
  9 20 research and nondirected research of benefit to Iowa
  9 21 businesses and industrial sectors.
  9 22    Notwithstanding section 8.33, moneys appropriated
  9 23 for any fiscal year which remain unobligated and
  9 24 unexpended at the end of the fiscal year shall not
  9 25 revert but shall be available for expenditure the
  9 26 following fiscal year.
  9 27    3.  For the research park:  
  9 28 .................................................. $    370,000
  9 29    Sec. 10.  There is appropriated from the general
  9 30 fund of the state to the state university of Iowa for
  9 31 the fiscal year beginning July 1, 1996, and ending
  9 32 June 30, 1997, the following amounts, or so much
  9 33 thereof as is necessary, to be used for the purposes
  9 34 designated:
  9 35    1.  For funding the advanced drug development
  9 36 program at the Oakdale research park and for not more
  9 37 than the following full-time equivalent positions:  
  9 38 .................................................. $    319,169
  9 39 ............................................... FTEs       2.85
  9 40    The board of regents shall submit a report on the
  9 41 progress of regents institutions in meeting the
  9 42 strategic plan for technology transfer and economic
  9 43 development to the chairpersons of the joint
  9 44 appropriations subcommittee on economic development,
  9 45 the joint appropriations subcommittee on education,
  9 46 the majority leader, and minority leader of the
  9 47 senate, the majority and minority leaders of the house
  9 48 of representatives, the secretary of the senate, the
  9 49 chief clerk of the house of representatives, and the
  9 50 legislative fiscal bureau by December 1, 1996.
 10  1    2.  For the research park:

 10  3    Sec. 11.  There is appropriated from the general
 10  4 fund of the state to the university of northern Iowa
 10  5 for the fiscal year beginning July 1, 1996, and ending
 10  6 June 30, 1997, the following amount, or so much
 10  7 thereof as is necessary, to be used for the metal
 10  8 casting center:  
 10  9 .................................................. $    160,000
 10 10    Sec. 12.  DEPARTMENT OF EMPLOYMENT SERVICES.  There
 10 11 is appropriated from the general fund of the state to
 10 12 the department of employment services for the fiscal
 10 13 year beginning July 1, 1996, and ending June 30, 1997,
 10 14 the following amounts, or so much thereof as is
 10 15 necessary, for the purposes designated:
 10 16    1.  DIVISION OF LABOR SERVICES
 10 17    For salaries, support, maintenance, and
 10 18 miscellaneous purposes, and for not more than the
 10 19 following full-time equivalent positions:  
 10 20 .................................................. $  2,729,542

 10 22    From the contractor registration fees, the division
 10 23 of labor services shall reimburse the department of
 10 24 inspections and appeals for all costs associated with
 10 25 hearings under chapter 91C, relating to contractor
 10 26 registration.
 10 27    2.  DIVISION OF INDUSTRIAL SERVICES
 10 28    For salaries, support, maintenance, miscellaneous
 10 29 purposes, and for not more than the following full-
 10 30 time equivalent positions:

 10 33    3.  WORKFORCE DEVELOPMENT
 10 34    For salaries, support, maintenance, and
 10 35 miscellaneous purposes for the workforce development
 10 36 coordinator and council, for the workforce development
 10 37 initiative to be used to create model workforce
 10 38 development centers and provide an integrated
 10 39 management information system, for purposes of the
 10 40 conservation corps, for the mentoring project for
 10 41 family investment program participants, for allocating
 10 42 $425,000 for funding, to the extent possible, the
 10 43 currently existing high technology apprenticeship
 10 44 programs, under section 260C.44 at the community
 10 45 colleges, and for the purposes of the workforce
 10 46 investment program, for a competitive grant program by
 10 47 the department for projects that increase Iowa's pool
 10 48 of available labor via training and support services
 10 49 with priority given to projects which serve displaced
 10 50 homemakers or welfare recipients, including salaries
 11  1 and support and for not more than the following full-
 11  2 time equivalent positions:

 11  5    Notwithstanding section 8.33, moneys committed to
 11  6 grantees under contract under the conservation corps
 11  7 that remain unexpended on June 30 of the fiscal year
 11  8 shall not revert to any fund but shall be available
 11  9 for expenditure for purposes of the contract during
 11 10 the succeeding fiscal year.
 11 11    The department shall ensure that the workforce
 11 12 investment program is coordinated with services
 11 13 provided under the federal Job Training Partnership
 11 14 Act and that welfare recipients receive priority for
 11 15 services under both programs.
 11 16    Notwithstanding section 8.33, moneys committed to
 11 17 grantees under contract that remain unexpended at the
 11 18 end of the fiscal year under the workforce investment
 11 19 program shall not revert to any fund but shall be
 11 20 available for expenditure for purposes of the contract
 11 21 during the succeeding fiscal year.
 11 22    4.  For salaries, support, maintenance, and
 11 23 miscellaneous purposes for collection of labor market
 11 24 information:  
 11 25 .................................................. $    173,250
 11 26    5.  Labor management councils
 11 27    For salaries, support, maintenance, miscellaneous
 11 28 purposes, and for not more than the following full-
 11 29 time equivalent positions:  
 11 30 .................................................. $     70,338
 11 31 ............................................... FTEs       0.50
 11 32    It is the intent of the general assembly that labor
 11 33 management councils take steps toward self-sufficiency
 11 34 and away from the need for continued state funding.
 11 35    Notwithstanding section 8.33, moneys committed to
 11 36 grantees under contract that remain unexpended on June
 11 37 30 of the fiscal year shall not revert to any fund but
 11 38 shall be available for expenditure for purposes of the
 11 39 contract during the succeeding fiscal year.
 11 40    Sec. 13.  Notwithstanding section 15.251,
 11 41 subsection 2, there is appropriated from the job
 11 42 training fund to the department of employment services
 11 43 for the fiscal year beginning July 1, 1996, and ending
 11 44 June 30, 1997, the following amount, or so much
 11 45 thereof as is necessary, to be used for the purpose
 11 46 designated:
 11 47    For the target alliance program:  
 11 48 .................................................. $     30,000
 11 49    Sec. 14.  ADMINISTRATIVE CONTRIBUTION SURCHARGE
 11 50 FUND.  There is appropriated from the administrative
 12  1 contribution surcharge fund of the state to the
 12  2 department of employment services for the fiscal year
 12  3 beginning July 1, 1996, and ending June 30, 1997, the
 12  4 following amount, or so much thereof as is necessary,
 12  5 for the purposes designated:
 12  6    DIVISION OF JOB SERVICE
 12  7    Notwithstanding section 96.7, subsection 12,
 12  8 paragraph "c", for salaries, support, maintenance,
 12  9 conducting labor availability surveys, miscellaneous
 12 10 purposes, and for not more than the following full-
 12 11 time equivalent positions:  
 12 12 .................................................. $  6,310,000
 12 13 ............................................... FTEs     141.54
 12 14    The division shall continue charging a $65 filing
 12 15 fee for workers' compensation cases.  The filing fee
 12 16 shall be paid by the petitioner of a claim.  However,
 12 17 the fee can be taxed as a cost and paid by the losing
 12 18 party, except in cases where it would impose an undue
 12 19 hardship or be unjust under the circumstances.
 12 20    Sec. 15.  EMPLOYMENT SECURITY CONTINGENCY FUND.
 12 21 There is appropriated from the special employment
 12 22 security contingency fund to the department of
 12 23 employment services for the fiscal year beginning July
 12 24 1, 1996, and ending June 30, 1997, the following
 12 25 amounts, or so much thereof as is necessary, for the
 12 26 purposes designated:
 12 27    1.  DIVISION OF LABOR SERVICES
 12 28    For salaries, support, maintenance, and
 12 29 miscellaneous purposes:  
 12 30 .................................................. $    296,000
 12 31    2.  DIVISION OF INDUSTRIAL SERVICES
 12 32    For salaries, support, maintenance, and
 12 33 miscellaneous purposes:  
 12 34 .................................................. $    175,000
 12 35    Any additional penalty and interest revenue may be
 12 36 used to accomplish the mission of the department.
 12 37    Sec. 16.  PUBLIC EMPLOYMENT RELATIONS BOARD.  There
 12 38 is appropriated from the general fund of the state to
 12 39 the public employment relations board for the fiscal
 12 40 year beginning July 1, 1996, and ending June 30, 1997,
 12 41 the following amount, or so much thereof as is
 12 42 necessary, for the purposes designated:
 12 43    For salaries, support, maintenance, miscellaneous
 12 44 purposes, and for not more than the following full-
 12 45 time equivalent positions:  
 12 46 .................................................. $    777,164
 12 47 ............................................... FTEs      12.80
 12 48    Sec. 17.  There is appropriated from the general
 12 49 fund of the state to the Iowa finance authority for
 12 50 the fiscal year beginning July 1, 1996, and ending
 13  1 June 30, 1997, the following amount, or so much
 13  2 thereof as is necessary, to be used for the purpose
 13  3 designated:
 13  4    For deposit in the housing improvement fund created
 13  5 in section 16.100 for purposes of the fund:  
 13  6 .................................................. $    100,000
 13  7    Sec. 18.  FEDERAL GRANTS.  All federal grants to
 13  8 and the federal receipts of agencies appropriated
 13  9 funds under this Act, not otherwise appropriated, are
 13 10 appropriated for the purposes set forth in the federal
 13 11 grants or receipts unless otherwise provided by the
 13 12 general assembly.
 13 13    Sec. 19.  Section 15.108, subsection 1, paragraph
 13 14 d, Code 1995, is amended by striking the paragraph.
 13 15    Sec. 20.  Section 15.313, subsection 2, Code 1995,
 13 16 is amended by adding the following new paragraphs:
 13 17    NEW PARAGRAPH.  g.  The entrepreneurs with
 13 18 disabilities program, which provides technical and
 13 19 financial assistance to help persons with disabilities
 13 20 become self-sufficient and create additional
 13 21 employment opportunities by establishing or expanding
 13 22 small business ventures.
 13 23    NEW PARAGRAPH.  h.  The disabled job opportunities
 13 24 program, which provides service and technical
 13 25 assistance to rehabilitation organizations or agencies
 13 26 that create, expand, or spin off business ventures for
 13 27 persons with disabilities.
 13 28    Sec. 21.  Section 15.343, subsection 1, paragraph
 13 29 c, Code Supplement 1995, is amended by striking the
 13 30 paragraph and inserting in lieu thereof the following:
 13 31    c.  Moneys appropriated to the fund by the general
 13 32 assembly.
 13 33    Sec. 22.  Section 15E.112, subsection 1, Code 1995,
 13 34 is amended to read as follows:
 13 35    1.  A value-added agricultural products and
 13 36 processes financial assistance fund is created within
 13 37 the state treasury under the control of the
 13 38 department.  The fund shall consist of any money
 13 39 appropriated by the general assembly and any other
 13 40 moneys available to and obtained or accepted by the
 13 41 department from the federal government or private
 13 42 sources for placement in the fund.  Until July 1,
 13 43 2000, moneys shall be deposited in the fund as
 13 44 provided in section 423.24.  Not more than one percent
 13 45 of the total moneys available to support value-added
 13 46 agricultural products and processes pursuant to
 13 47 section 423.24 during each quarter shall be used by
 13 48 the department for administration of the value-added
 13 49 agricultural products and processes financial
 13 50 assistance program, as provided in section 15E.111.
 14  1 The assets of the fund shall be used by the department
 14  2 only for carrying out the purposes of section 15E.111.
 14  3    Sec. 23.  Sections 15E.81 through 15E.94, Code
 14  4 1995, are repealed.
 14  5    Sec. 24.  Section 422.16A, Code Supplement 1995, is
 14  6 repealed.
 14  7    Sec. 25.  Notwithstanding sections 15.108, 15.224
 14  8 through 15.230, 15.347, 15.348, and 239.22, the
 14  9 department of employment services shall administer the
 14 10 following programs:  job training partnership Act,
 14 11 Iowa conservation corps, americorps, mentoring for
 14 12 PROMISE JOBS, food stamp employment and training, and
 14 13 the labor/management co-op programs.
 14 14    Sec. 26.  The Iowa quality coalition shall revert
 14 15 to the Wallace technology transfer fund by August 1,
 14 16 1996, all funds remaining unexpended on the effective
 14 17 date of this Act which have been appropriated to the
 14 18 Iowa quality coalition.
 14 19    Sec. 27.  Section 23 of this Act, being deemed of
 14 20 immediate importance, takes effect upon enactment.
 14 21    Sec. 28.  Sections 18 and 21 of this Act take
 14 22 effect July 1, 1998."
