  1  7    #4.  Title page, by striking lines 1 through 10 and
  1  8 inserting the following:  "An Act relating to
  1  9 transportation by granting the state department of
  1 10 transportation condemnation rights for utility
  1 11 facility replacement, providing for entry onto private
  1 12 property for sounding and drilling, and providing for
  1 13 release of retained funds for public improvements."
