1 1 Amend the amendment, S-5371, to Senate File 2203 as
1 2 follows:
1 3 #1. Page 1, by inserting after line 3 the
1 4 following:
1 5 "Sec. 100. NEW SECTION. 7E.8 SERVICES TO
1 6 CHILDREN AND FAMILIES – STATE AGENCIES – DIRECTIVE.
1 7 The child development coordinating council shall
1 8 develop a strategic plan, to internally coordinate,
1 9 increase collaboration, reduce regulation, eliminate
1 10 duplication, and develop a system for evaluation of
1 11 existing and future programs and activities relating
1 12 to children and families. The council shall develop
1 13 the strategic plan in consultation with entities which
1 14 provide services to children and families, including
1 15 but not limited to the department of human services,
1 16 the Iowa department of public health, the department
1 17 of education, the department of economic development,
1 18 the department of employment services, the department
1 19 of human rights, service providers, and community
1 20 leaders. The council shall submit a comprehensive
1 21 report to the general assembly detailing the progress
1 22 in meeting the directive, initially, prior to the end
1 23 of the regular session of the general assembly meeting
1 24 in 1996, and, annually, thereafter, on or before
1 25 December 1."
1 26 #2. Page 1, line 4, by striking the figure "7E.8"
1 27 and inserting the following: "7E.9".
1 28 #3. Page 2, by inserting after line 47 the
1 29 following:
1 30 "# . Page 1, line 24, by inserting after the
1 31 word "statewide." the following: "The plan developed
1 32 shall provide for expansion in a manner which directs
1 33 funding to those areas of the state which have the
1 34 greatest high-risk populations relative to infant
1 35 mortality.""
1 36 #4. Page 2, line 49, by inserting after the figure
1 37 "24" the following: "and inserting the following:
1 38 Sec. . EFFECTIVE DATE. Section 100 of this
1 39 Act, being deemed of immediate importance, takes
1 40 effect upon enactment."
1 41 # . Title page, line 1, by inserting after the
1 42 word "families" the following: "and providing an
1 43 effective date"."
1 44 #5. By renumbering as necessary.
