  1  1    Amend Senate File 2203 as follows:
  1  2    #1.  Page 1, by striking lines 1 through 19 and
  1  3 inserting the following:
  1  4    "Sec.    .  NEW SECTION.  7E.8  INNOVATION ZONES –
  1  5 COMMISSION CREATED – REQUIREMENTS.
  1  6    1.  It is the purpose of this section to facilitate
  1  7 the establishment of partnerships to redirect existing
  1  8 public funds to achieve improved results for children
  1  9 and families.  State agencies and local communities
  1 10 shall negotiate the decategorization of funding to
  1 11 create shared accountability and responsibilities in
  1 12 achieving results for children and families.
  1 13    2.  A state-level commission is created consisting
  1 14 of the directors or the directors' designees of the
  1 15 department of human services, the department of human
  1 16 rights, the department of education, the Iowa
  1 17 department of public health, the department of
  1 18 employment services, the department of management, the
  1 19 department of economic development, and the department
  1 20 of elder affairs.  The commission shall work in
  1 21 cooperation with and shall receive support and
  1 22 guidance from the council on human investment.
  1 23 Additional members may be included in the work of the
  1 24 commission as necessary and as determined by the
  1 25 commission.
  1 26    3.  On or before June 30, 1997, the commission
  1 27 shall do all of the following:
  1 28    a.  To the extent necessary, propose and adopt
  1 29 rules to govern the process of establishing innovation
  1 30 zones, including but not limited to rules regarding
  1 31 the minimum requirements for local organization
  1 32 participation in the innovation zone entity.
  1 33    b.  Issue a request for applications to be
  1 34 submitted by the participants in the innovation zone
  1 35 entity.  The applications shall emphasize the
  1 36 development of community-based strategies which are
  1 37 cross-system in design and which improve results for
  1 38 children and families.
  1 39    c.  Negotiate agreements with the innovation zone
  1 40 entities based upon the applications submitted and
  1 41 including identification of funding to be utilized in
  1 42 implementing innovation zone plans.
  1 43    d.  Develop a structure to conduct a return-on-
  1 44 investment analysis of the innovation zones.
  1 45    e.  Provide technical assistance and support in the
  1 46 development and implementation of innovation zone
  1 47 plans.
  1 48    f.  Consult with local community leaders throughout
  1 49 the process regarding the design and implementation of
  1 50 the innovation zone plans.
  2  1    g.  Provide maximum flexibility and encourage
  2  2 creativity in the design and implementation of
  2  3 innovation zone plans with an emphasis on the
  2  4 potential for improving results for children and
  2  5 families through the plans.
  2  6    h.  Coordinate the process by which local
  2  7 participants in the innovation zones may apply for
  2  8 waivers of state administrative rules.  Requests for
  2  9 waivers of administrative rules shall be approved by
  2 10 the agency administering the rules from which a waiver
  2 11 is requested.  Previously approved waivers and
  2 12 existing waiver procedures shall be utilized to the
  2 13 maximum extent possible, and additional waivers shall
  2 14 be granted as necessary and to the maximum extent
  2 15 possible.
  2 16    i.  Initiate requests for waivers of federal
  2 17 requirements, as appropriate and necessary to
  2 18 implement innovation zone plans.
  2 19    j.  Negotiate performance-based agreements for each
  2 20 innovation zone which shall include individual and
  2 21 joint state and local responsibilities and the results
  2 22 to be achieved and the methods and performance
  2 23 measures to be used in measuring results.
  2 24    4.  An innovation zone entity that submits an
  2 25 application shall do all of the following:
  2 26    a.  Define the geographic service area of the
  2 27 innovation zone which may be one or more communities
  2 28 or counties.
  2 29    b.  Develop an innovation zone plan as agreed to in
  2 30 cooperation with the commission.
  2 31    c.  Establish or designate an entity that will be
  2 32 responsible for development and implementation of the
  2 33 plan and that will certify the performance-based
  2 34 agreement negotiated with the commission which
  2 35 agreement shall include both individual and joint
  2 36 local and state responsibilities under the innovation
  2 37 zone plan.
  2 38    d.  Develop a budget for the implementation of the
  2 39 innovation zone plan which includes a commitment of
  2 40 ongoing, local, public and private resources.
  2 41    5.  Following negotiation and execution of the
  2 42 agreement, the innovation zone entity shall implement
  2 43 the plan and provide scheduled reports to the
  2 44 commission and to the council on human investment.
  2 45 The council on human investment shall make reports
  2 46 available to the governor and to the general assembly
  2 47 upon receipt of any report."
