PAG LIN 1 1 Amend Senate File 2351 as follows: 1 2 #1. Page 1, by inserting before line 1, the 1 3 following: 1 4 "Section 101. NEW SECTION. 15.342A WORKFORCE 1 5 DEVELOPMENT FUND ACCOUNT. 1 6 A workforce development fund account is established 1 7 in the office of the treasurer of state under the 1 8 control of the department. The account shall receive 1 9 funds pursuant to section 422.16A up to a maximum of 1 10 ten million dollars per year. 1 11 Sec. 102. Section 15.343, subsection 1, paragraph 1 12 b, Code Supplement 1995, is amended by striking the 1 13 paragraph." 1 14 #2. Page 1, by inserting after line 5 the 1 15 following: 1 16 "Sec. 103. Section 15.343, subsection 1, paragraph 1 17 c, unnumbered paragraph 1, Code Supplement 1995, as 1 18 otherwise amended by this Act, is amended by striking 1 19 the unnumbered paragraph and inserting in lieu thereof 1 20 the following: 1 21 Moneys appropriated to the fund from the workforce 1 22 development fund account established in section 1 23 15.342A." 1 24 #3. Page 1, by inserting before line 6 the 1 25 following: 1 26 "Sec. . Section 15.343, subsection 2, Code 1 27 Supplement 1995, is amended by striking the subsection 1 28 and inserting in lieu thereof the following: 1 29 2. The assets of the fund shall be used by the 1 30 department for the following programs and purposes: 1 31 a. Training and retraining programs for targeted 1 32 industries. 1 33 b. Supplier network training projects. 1 34 c. Projects under chapter 260F. The department 1 35 shall require a match from all businesses 1 36 participating in a training project under chapter 1 37 260F. The department shall allocate fifty percent of 1 38 the funds under this paragraph for projects under 1 39 chapter 260F which will be completed in the equivalent 1 40 of one semester or less at a community college. 1 41 d. Apprenticeship programs under section 260C.44, 1 42 including building trades apprenticeship programs. 1 43 e. If assets remain in the fund after funding 1 44 programs and purposes under paragraphs "a" through 1 45 "d", the department may use the excess funds for 1 46 programs under the administration of the department of 1 47 workforce development, if established by 1996 Iowa 1 48 Acts, Senate File 2409 or House File 2463." 1 49 #4. Page 1, by striking lines 6 through 21 and 1 50 inserting the following: 2 1 "Sec. . NEW SECTION. 15.344 COMMON SYSTEM – 2 2 ASSESSMENT AND TRACKING. 2 3 The department shall develop a common intake, 2 4 assessment, and tracking system for all programs 2 5 funded through the workforce development fund to 2 6 determine the economic impact of the programs. The 2 7 tracking system shall at least be able to track 2 8 individuals and businesses who have received 2 9 assistance or services through the fund to determine 2 10 whether the assistance or services has resulted in 2 11 increased wages paid to the individuals or paid by the 2 12 businesses." 2 13 #5. By striking page 2, line 17, through page 4, 2 14 line 11. 2 15 #6. Page 11, by inserting after line 23 the 2 16 following: 2 17 "Sec. 104. Section 422.16A, Code Supplement 1995, 2 18 as otherwise amended by this Act, is amended to read 2 19 as follows: 2 20 422.16A JOB TRAINING WITHHOLDING – CERTIFICATION 2 21 AND TRANSFER. 2 22 Upon payment in full of a certificate of 2 23 participation or other obligation issued to fund a job 2 24 training program under chapter 260E, including a 2 25 certificate of participation repaid in whole or in 2 26 part by the supplemental new jobs credit from 2 27 withholding under section 15A.7, the community college 2 28 providing the job training program shall notify the 2 29 department of economic development of the amount paid 2 30 by the employer or business to the community college 2 31 to retire the certificate during thepreviouslast 2 32 twelve months of withholding collections. The 2 33 department of economic development shall notify the 2 34 department of revenue and finance of that amount. The 2 35 department shall credit to the workforce development 2 36 fund account established in section15.34315.342A 2 37 twenty-five percent of that amount each quarter for a 2 38 period of ten years. If the amount of withholding 2 39 from the business or employer is insufficient, the 2 40 department shall prorate the quarterly amount credited 2 41 to the workforce development fund account. The 2 42 maximum amount from all employers which shall be 2 43 transferred to the workforce development fund account 2 44 in any year istwoten million dollars." 2 45 #7. Page 12, by inserting after line 15 the 2 46 following: 2 47 "Sec. . Sections 15.345 and 15.346, Code 2 48 Supplement 1995, are repealed." 2 49 #8. Page 12, by inserting after line 17 the 2 50 following: 3 1 "Sec. . Sections 101, 102, 103, and 104 of this 3 2 Act take effect on July 1, 1997." 3 3 #9. Title page, line 7, by striking the word 3 4 "and". 3 5 #10. Title page, line 8, by inserting after the 3 6 word "appropriation" the following: ", and 3 7 establishing an effective date". 3 8 #11.
