1 8 2. To ensure that the process is fair to all
1 9 bidders, an individual or agent acting on behalf of
1 10 another individual shall not contract with or offer
1 11 anything of value to another individual to place a bid
1 12 on a parcel as provided in subsection 1 for the
1 13 purpose of transferring the certificate of purchase to
1 14 the contractor or offeror. An individual or agent
1 15 acting on behalf of another individual violating this
1 16 subsection may be disqualified by a county treasurer
1 17 from bidding at a tax sale in this state for three
1 18 years."
