  1  2    #1.  Page 27, by inserting after line 28 the
  1  3 following:
  1  4    "3.  The department shall use moneys appropriated
  1  5 to the department under this Act as necessary to
  1  6 comply with requirements of the state under the
  1  7 consent decree of Conner v. Branstad, No. 4-86-CV-
  1  8 30871 (S.D. Iowa, July 15, 1994)."
