1 1 Amend Senate File 2265 as follows:
1 2 #1. Page 1, by striking everything after the
1 3 enacting clause and inserting the following:
1 4 "Section 1. NEW SECTION. 598.19A MANDATORY
1 5 COURSE – PARTIES TO CERTAIN PROCEEDINGS.
1 6 1. A decree dissolving a marriage shall not be
1 7 granted in any proceeding which involves child
1 8 custody, child support, or visitation and an order
1 9 relating to a modification or paternity which involves
1 10 child custody, child support, child visitation shall
1 11 not be entered until the parties have participated in
1 12 a court-approved course to educate and sensitize the
1 13 parties to the needs of any child or the parties
1 14 during and subsequent to the proceeding.
1 15 Participation in the course may be waived by the court
1 16 for good cause.
1 17 2. Each party shall be responsible for arranging
1 18 for participation in the course and for payment of the
1 19 costs of participation in the course.
1 20 3. Each party shall submit certification of
1 21 completion of the course to the court prior to the
1 22 granting of a final decree or the entry of an order.
1 23 4. Each judicial district shall certify approved
1 24 courses for parties required to participate in a
1 25 course under this section. Approved courses may
1 26 include those provided by a public or private entity.
1 27 At a minimum, an approved course shall include
1 28 information relating to the parents regarding divorce
1 29 and its impact on the children and family
1 30 relationship, parenting skills for divorcing parents,
1 31 children's needs and coping techniques, and the
1 32 financial responsibilities of parents following
1 33 divorce. The supreme court may prescribe rules to
1 34 implement this section.
1 35 Sec. 2. EFFECTIVE DATE. This Act takes effect
1 36 January 1, 1997."

1 38 minor".
1 39 #3. Title page, by striking lines 2 through 4 and
1 40 inserting the following: "in a mandatory course prior
1 41 to the granting of a dissolution of marriage decree
1 42 and certain other orders, and providing an effective
1 43 date."
