1 1 Amend Senate File 2203 as follows:
1 2 #1. Page 1, by striking lines 3 through 19, and
1 3 inserting the following:
1 4 "The child development coordinating council shall
1 5 develop a strategic plan, to internally coordinate,
1 6 increase collaboration, reduce regulation, eliminate
1 7 duplication, and develop a system for evaluation of
1 8 existing and future programs and activities relating
1 9 to children and families. The council shall develop
1 10 the strategic plan in consultation with entities which
1 11 provide services to children and families, including
1 12 but not limited to the department of human services,
1 13 the Iowa department of public health, the department
1 14 of education, the department of economic development,
1 15 the department of employment services, the department
1 16 of human rights, service providers, and community
1 17 leaders. The council shall submit a comprehensive
1 18 report to the general assembly detailing the progress
1 19 in meeting the directive, initially, prior to the end
1 20 of the regular session of the general assembly meeting
1 21 in 1996, and, annually, thereafter, on or before
1 22 December 1."
1 23 #2. Page 1, line 24, by inserting after the word
1 24 "statewide." the following: "The plan developed shall
1 25 provide for expansion in a manner which directs
1 26 funding to those areas of the state which have the
1 27 greatest high-risk populations relative to infant
1 28 mortality."
1 29 #3. Page 2, by inserting after line 24, the
1 30 following:
1 31 "Sec. 4. EFFECTIVE DATE. Section 1 of this Act,
1 32 being deemed of immediate importance, takes effect
1 33 upon enactment."
1 34 #4. Title page, line 1, by inserting after the
1 35 word "families" the following: "and providing an
1 36 effective date".
