  1  1    Amend Senate File 2046 as follows:
  1  2    #1.  Page 1, by striking lines 24 and 25 and
  1  3 inserting the following:
  1  4    "Sec. 3.  EFFECTIVE DATE &endash; APPLICABILITY.
  1  5    1.  This Act, being deemed of immediate importance,
  1  6 takes effect upon enactment.
  1  7    2.  Section 1 of this Act applies to written
  1  8 reports of accidents involving water and ice vessel
  1  9 accidents occurring on or after the effective date of
  1 10 this Act.
  1 11    3.  Section 2 of this Act is retroactively
  1 12 applicable to January 1, 1995, for those water and ice
  1 13 vessel accident reports filed with the department of
  1 14 natural resources on or after that date."
  1 15    #2.  Title page, line 3, by inserting after the
  1 16 word "for" the following:  "an effective date and".
