  1  3    #1.  Page 13, by inserting before line 3 the
  1  4 following:
  1  5    "Sec.    .  NEW SECTION.  455B.167  AUTHORITY OF
  1  6 COUNTIES.
  1  7    A county may adopt more stringent requirements than
  1  8 provided in this part or in rules adopted by the
  1  9 department pursuant to this part."
