  1  1    Amend the amendment, S-3484, to House File 519, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 10, by inserting after line 21 the
  1  5 following:
  1  6    "#   .  Page 14, line 15, by inserting after the
  1  7 word "permit." the following:  "The department shall
  1  8 not approve a permit for the construction of three or
  1  9 more animal feeding operation structures unless the
  1 10 applicant files a statement approved by a professional
  1 11 engineer registered pursuant to chapter 542B
  1 12 certifying that the construction of the animal feeding
  1 13 operation structure will not impede the drainage
  1 14 through established drainage tile lines which cross
  1 15 property boundary lines unless measures are taken to
  1 16 reestablish the drainage prior to completion of
  1 17 construction.""
