  1  1    Amend Senate File 398, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 1, line 6, by striking the word "ten" and
  1  4 inserting the following:  "five".
  1  5    #2.  Page 1, by inserting after line 17 the
  1  6 following:
  1  7    "Sec.    .  Section 914.2, Code 1995, is amended to
  1  8 read as follows:
  1  9    914.2  RIGHT OF APPLICATION.
  1 10    A Except as otherwise provided in section 902.2, a
  1 11 person convicted of a criminal offense has the right
  1 12 to make application to the board of parole for
  1 13 recommendation or to the governor for a reprieve,
  1 14 pardon, commutation of sentence, remission of fines or
  1 15 forfeitures, or restoration of rights of citizenship
  1 16 at any time following the conviction.
  1 17    Sec.    .  Section 914.3, subsection 1, Code 1995,
  1 18 is amended to read as follows:
  1 19    1.  The Except as otherwise provided in section
  1 20 902.2, the board of parole shall periodically review
  1 21 all applications by persons convicted of criminal
  1 22 offenses and shall recommend to the governor the
  1 23 reprieve, pardon, commutation of sentence, remission
  1 24 of fines or forfeitures, or restoration of the rights
  1 25 of citizenship for persons who have by their conduct
  1 26 given satisfactory evidence that they will become or
  1 27 continue to be law-abiding citizens."
  1 28    #3.  By renumbering, relettering, or redesignating
  1 29 and correcting internal references as necessary.
