1 3 #1. Page 2, by inserting after line 4 the
1 4 following:
1 5 "Sec. . Notwithstanding any other provision of
1 6 law to the contrary, a connection to be made
1 7 associated with Part III of the Iowa communications
1 8 network shall not be completed or made through the use
1 9 of a fiber optic cable route used or to be used for
1 10 connecting an Iowa national guard facility to the
1 11 network, if the vendor completing such route submitted
1 12 a bid in response to the request for proposals issued
1 13 by the national guard on the basis of the purchase and
1 14 ownership of the route by the national guard and the
1 15 route, upon completion, is not owned by the Iowa
1 16 national guard, until such time as the studies
1 17 required by this Act are completed and such connection
1 18 is authorized by a constitutional majority of each
1 19 house of the general assembly and approved by the
1 20 governor."
