1 15 "b. The program shall make an annual report to the
1 16 general assembly concerning the program's activities.
1 17 The legislative council shall appoint an advisory
1 18 committee to monitor the activities and progress of
1 19 the program in satisfying the objectives established
1 20 in this section. The advisory committee shall consist
1 21 of seven members of which one member shall represent a
1 22 small employer providing health care coverage to its
1 23 employees; two members shall represent employees, at
1 24 least one of whom shall be a member of a statewide
1 25 labor organization; and four members shall represent
1 26 consumers, at least one of whom shall be a member of a
1 27 statewide consumer organization. The committee shall
1 28 meet with program staff on a regular basis to receive
1 29 reports on the activities of the program.
1 30 Sec. 2. This Act shall only be effective if the
1 31 general assembly appropriates $200,000 for 4 FTEs in
1 32 the insurance division of the department of commerce
1 33 to be used to staff the program established in this
1 34 Act."

1 36 inserting the following: "establishing a health
1 37 education and advocacy program, and providing for the
1 38 Act's conditional effectiveness."
