  1  1    Amend Senate File 447 as follows:
  1  2    #1.  Page 1, line 20, by inserting after the word
  1  3 "order." the following:  "A civil penalty shall not be
  1  4 assessed under this paragraph if a person required to
  1  5 obtain a permit under chapter 455B for stormwater
  1  6 discharge has been assessed a penalty pursuant to
  1  7 division III, part 1, of chapter 455B for a violation
  1  8 involving stormwater discharge."
  1  9    #2.  Page 1, by striking lines 23 and 24 and
  1 10 inserting the following:  "deposited in the general
  1 11 fund of the state."
  1 12    #3.  By striking page 1, line 25, through page 2,
  1 13 line 8.
  1 14    #4.  Title page, lines 2 and 3, by striking the
  1 15 words "and for the appropriation and use of the civil
  1 16 penalties".
