  1  1    Amend Senate File 462 as follows:
  1  2    #1.  Page 41, line 6, by striking the word "If" and
  1  3 inserting the following:
  1  4    "1.  The department of human services shall perform
  1  5 a review of the uses of the state institutions
  1  6 administered by the department and develop a proposal
  1  7 for future uses, including alternative uses, of the
  1  8 institutions.  The proposal shall address the effects
  1  9 of any alternative uses on the community, clients, and
  1 10 employees of an institution and the potential fiscal
  1 11 impact on counties, the area in which the institution
  1 12 is located, and the state, which may result from a
  1 13 proposed alternative use.  The department shall submit
  1 14 the proposal to the governor and the general assembly
  1 15 on or before January 15, 1996.
