PAG LIN 1 1 Amend Senate File 10 as follows: 1 2 #1. Page 1, by striking lines 1 through 10 and 1 3 inserting the following: 1 4 "Section 1. Section 262.8, Code 1995, is amended 1 5 to read as follows: 1 6 262.8 MEETINGS. 1 7 The board shall meet four times a year. Special 1 8 meetings may be called by the board, by the president 1 9 of the board, or by thesecretaryexecutive director 1 10 of the board upon written request ofanyfive board 1 11 membersthereof. 1 12 Sec. . NEW SECTION. 262.8A EXECUTIVE 1 13 DIRECTOR. 1 14 The governor shall appoint an executive director, 1 15 subject to confirmation by the senate, who shall serve 1 16 at the pleasure of the governor. The executive 1 17 director is exempt from". 1 18 #2. Page 1, by inserting after line 15 the 1 19 following: 1 20 "Sec. . Section 262.58, Code 1995, is amended 1 21 to read as follows: 1 22 262.58 RATES AND TERMS OF BONDS OR NOTES. 1 23 Such bonds or notes may bear such date or dates, 1 24 may bear interest at such rate or rates, payable 1 25 semiannually, may mature at such time or times, may be 1 26 in such form, carry such registration privileges, may 1 27 be payable at such place or places, may be subject to 1 28 such terms of redemption prior to maturity with or 1 29 without premium, if so stated on the face thereof, and 1 30 may contain such terms and covenants all as may be 1 31 provided by the resolution of the board authorizing 1 32 the issuance of the bonds or notes. In addition to 1 33 the estimated cost of construction, the cost of the 1 34 project shall be deemed to include interest upon the 1 35 bonds or notes during construction and for six months 1 36 after the estimated completion date, the compensation 1 37 of a fiscal agent or adviser, and engineering, 1 38 administrative and legal expenses. Such bonds or 1 39 notes shall be executed by the president of the state 1 40 board of regents and attested by thesecretary1 41 executive director thereof and the coupons thereto 1 42 attached shall be executed with the original or 1 43 facsimile signatures of said president andsecretary1 44 executive director. Any bonds or notes bearing the 1 45 signatures of officers in office on the date of the 1 46 signing thereof shall be valid and binding for all 1 47 purposes, notwithstanding that before delivery thereof 1 48 any or all such persons whose signatures appear 1 49 thereon shall have ceased to be such officers. Each 1 50 such bond or note shall state upon its face the name 2 1 of the institution on behalf of which it is issued, 2 2 that it is payable solely and only from the net rents, 2 3 profits and income derived from the operation of 2 4 residence halls or dormitories, including dining and 2 5 other incidental facilities, at such institution as 2 6 hereinbefore provided, and that it does not constitute 2 7 a charge against the state of Iowa within the meaning 2 8 or application of any constitutional or statutory 2 9 limitation or provision. The issuance of such bonds 2 10 or notes shall be recorded in the office of the 2 11 treasurer of the institution on behalf of which the 2 12 same are issued, and a certificate by such treasurer 2 13 to this effect shall be printed on the back of each 2 14 such bond or note." 2 15 2 16 2 17 2 18 JACK RIFE 2 19 SF 10.303 76 2 20 kh/cf
