  1  1    Amend Senate File 83 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  Section 257.1, subsection 2, Code
  1  5 1995, is amended by adding the following new
  1  6 unnumbered paragraph:
  1  7    NEW UNNUMBERED PARAGRAPH.  For the budget year
  1  8 commencing July 1, 1996, the department of management
  1  9 shall add the amount of the additional budget
  1 10 adjustment computed in section 257.14, subsection 2,
  1 11 to the combined foundation base.
  1 12    Sec. 2.  Section 257.14, unnumbered paragraph 1,
  1 13 Code 1995, is amended to read as follows:
  1 14    1.  For the budget years commencing July 1, 1991,
  1 15 July 1, 1992, July 1, 1993, July 1, 1994, and July 1,
  1 16 1995, and July 1, 1996, if the department of
  1 17 management determines that the regular program
  1 18 district cost of a school district for a budget year
  1 19 is less than the total of the regular program district
  1 20 cost plus any adjustment added under this section for
  1 21 the base year for that school district, the department
  1 22 of management shall provide a budget adjustment for
  1 23 that district for that budget year that is equal to
  1 24 the difference.
  1 25    2.  For the budget year beginning July 1, 1996, if
  1 26 the department of management determines that the
  1 27 regular program district cost plus the budget
  1 28 adjustment computed under subsection 1 of a school
  1 29 district is less than one hundred one percent of the
  1 30 total of the regular program district cost plus any
  1 31 adjustment added under this section for the base year
  1 32 for that school district, the department of management
  1 33 shall provide an additional budget adjustment for that
  1 34 budget year that is equal to the difference."
  1 35    #2.  Title page, line 2, by inserting after the
  1 36 word "districts" the following:  "and increasing the
  1 37 amount of that guarantee".
