1 1 Amend Senate File 420 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. NEW SECTION. 256.17 CAREER PATHWAYS
1 5 PROGRAM.
1 6 1. If the general assembly appropriates moneys for
1 7 the establishment of a career pathways program, the
1 8 department of education shall develop a career
1 9 pathways grant program, criteria for the formation of
1 10 ongoing career pathways consortia in each merged area,
1 11 and guidelines and a process to be used in selecting
1 12 career pathways consortium grant recipients, including
1 13 a requirement that grant recipients shall provide
1 14 matching funds or match grant funds with in-kind
1 15 resources on a dollar-for-dollar basis. A consortium
1 16 shall include one or more school districts and may
1 17 include, but is not limited to, parents and parent
1 18 organizations, representatives from elementary,
1 19 secondary, postsecondary, and vocational education
1 20 institutions, appropriate state agencies and
1 21 departments, and business, labor, community service,
1 22 and nonprofit organizations. The department shall
1 23 provide assistance to consortia in planning and
1 24 implementing career pathways program efforts.
1 25 2. To be eligible for a career pathways grant, a
1 26 career pathways consortium shall develop a career
1 27 pathways program that includes, but is not limited to,
1 28 the following:
1 29 a. Provision for an employability skills
1 30 assessment to public or nonpublic school students at
1 31 the eighth and twelfth grade levels. The
1 32 employability skills assessment shall measure
1 33 employability skills that include, but are not limited
1 34 to, reading for information, applied mathematics,
1 35 listening, and writing.
1 36 b. Commitment to develop and implement,
1 37 strengthen, and enhance a relevant curriculum for the
1 38 world of work, which includes career paths leading to
1 39 baccalaureate or associate degrees, apprenticeships,
1 40 or employment. The completed set of courses for the
1 41 career path should articulate with postsecondary
1 42 institutions. This curriculum shall be based on the
1 43 results of the employability skills assessment to
1 44 ensure student success in achieving basic skills for
1 45 the workplace. The commitment shall include a plan to
1 46 alter the curriculum in order to address deficiencies
1 47 in the basic skills for the workplace identified by
1 48 the employability skills assessment.
1 49 c. Curricula designed to integrate academic and
1 50 work-based learning to achieve high employability
2 1 skills by all students related to career pathways.
2 2 The curricula shall be designed through the
2 3 cooperative efforts of members of the consortia.
2 4 d. Involvement and recognition of local business,
2 5 labor, and community organizations as partners in the
2 6 career pathways program.
2 7 e. Provision for program accountability.
2 8 f. Provision for career guidance and exploration
2 9 by the tenth grade level.
2 10 g. Encouragement of team teaching within the
2 11 school or in partnership with postsecondary schools,
2 12 and business, labor, community, and nonprofit
2 13 organizations.
2 14 h. Service learning opportunities for students.
2 15 2. Business, labor, and community organizations
2 16 are encouraged to market the career pathways program
2 17 to the local community and provide students with
2 18 mentors, shadow professionals, speakers, field trip
2 19 sites, summer jobs, internships, and job offers for
2 20 students who graduate with high performance records.
2 21 Students are encouraged to volunteer their time to
2 22 community organizations in exchange for workplace
2 23 learning opportunities that do not displace current
2 24 employees.
2 25 3. In developing career pathways program efforts,
2 26 each consortium shall make every effort to cooperate
2 27 with the juvenile courts, the department of economic
2 28 development, the department of employment services,
2 29 the department of human services, and the new Iowa
2 30 schools development corporation.
2 31 4. The area education agency and community college
2 32 within each merged area shall provide support services
2 33 to assist the planning and implementation of career
2 34 pathways programs.
2 35 5. Not later than August 1, for the school year
2 36 beginning the preceding July 1, the board of directors
2 37 of a school district, or the authorities in charge of
2 38 a nonpublic school, or the board of directors of a
2 39 community college may annually file a written request
2 40 with the department of education that the department
2 41 waive rules relating to vocational education that have
2 42 been adopted by the state board since the enactment of
2 43 the 1989 Iowa Acts, chapter 278. A request for a
2 44 waiver filed by the board of directors of a school
2 45 district, the authorities in charge of a nonpublic
2 46 school, or board of directors of a community college
2 47 shall describe actions being taken by the district,
2 48 school, or community college to meet the requirement
2 49 for which the district, school, or community college
2 50 has requested a waiver.
3 1 6. The department of education shall direct and
3 2 monitor the progress of each career pathways
3 3 consortium in developing career pathways programs. By
3 4 January 15, 1998, the department shall submit to the
3 5 general assembly any findings and recommendations of
3 6 the career pathways consortia, along with the
3 7 department's recommendations for specific career
3 8 pathways program efforts and for appropriate funding
3 9 levels to implement and sustain the recommended
3 10 programs.
3 11 7. Notwithstanding section 8.33, unencumbered or
3 12 unobligated funds remaining on June 30 of the fiscal
3 13 year for which the funds were appropriated shall not
3 14 revert but shall be available for expenditure for the
3 15 following fiscal year for the purposes of this
3 16 section.
3 17 8. A career pathways program is a comprehensive
3 18 school transformation program under section 294A.14."

3 20 inserting the following: "An Act relating to the
3 21 establishment of a career pathways program to
3 22 encourage career pathways program efforts by local
3 23 consortia."
