  1  1    Amend Senate File 84 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 422.7, Code 1995, is amended
  1  5 by adding the following new subsection:
  1  6    NEW SUBSECTION.  32.  Subtract, to the extent not
  1  7 otherwise deducted in computing adjusted gross income,
  1  8 the amounts paid by the taxpayer for the purchase of
  1  9 health benefits coverage or insurance for the taxpayer
  1 10 or taxpayer's spouse or dependent.
  1 11    Sec. 2.  Section 422.9, subsection 2, Code 1995, is
  1 12 amended by adding the following new paragraph:
  1 13    NEW PARAGRAPH.  i.  If the taxpayer has a deduction
  1 14 for medical care expenses under section 213 of the
  1 15 Internal Revenue Code, the taxpayer shall recompute
  1 16 for the purposes of this subsection the amount of the
  1 17 deduction under section 213 by excluding from medical
  1 18 care, as defined in section 213, the amount subtracted
  1 19 under section 422.7, subsection 32."
  1 20    #2.  Page 17, by inserting after line 29 the
  1 21 following:
  1 22    "Sec.    .  EFFECTIVE DATE.  Sections 1 and 2 of
  1 23 this Act, which amend section 422.7 by adding a new
  1 24 subsection 32, and section 422.9, subsection 2, by
  1 25 adding a new paragraph "i", are effective January 1,
  1 26 1996, for tax years beginning on or after that date."
  1 27    #3.  Title page, line 3, by inserting after the
  1 28 word "providers" the following:  ", and establishing
  1 29 an income tax credit for certain individuals".
  1 30    #4.  By renumbering as necessary.
