  1  1    Section 1.  Section 307.10, Code 1995, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  17.  Approve annual budget estimates for
  1  4 the department by a majority vote of the members.  The budget
  1  5 estimates shall be approved by the commission prior to its
  1  6 submission to the department of management pursuant to section
  1  7 8.23.
  1  8    Sec. 2.  Section 307.12, subsection 5, Code 1995, is
  1  9 amended to read as follows:
  1 10    5.  Prepare a an annual budget estimate for the department,
  1 11 subject to the approval of which is subject to a majority vote
  1 12 of the commission, and prepare reports required by law.  The
  1 13 annual budget estimate shall not be submitted to the
  1 14 department of management pursuant to section 8.23 until it has
  1 15 been approved by the commission.  
  1 16                           EXPLANATION
  1 17    This bill requires the state transportation commission to
  1 18 approve the state department of transportation's annual budget
  1 19 estimates by a majority vote of the members and prohibits
  1 20 sending the budget estimates to the department of management
  1 21 until they have been approved by the commission.
