1 1 Section 1. Section 331.302, subsections 7 and 8, Code
1 2 1995, are amended to read as follows:
1 3 7. A resolution becomes effective upon passage and an
1 4 ordinance or amendment becomes a law when a summary of the
1 5 ordinance is published, unless a subsequent effective date is
1 6 provided within the measure.
1 7 8. The auditor shall promptly record each measure, publish
1 8 a summary of all ordinances and amendments as provided in
1 9 section 331.305, authenticate all measures except motions with
1 10 signature and certification as to time and manner of
1 11 publication, if any, and maintain for public use copies of all
1 12 effective ordinances and codes. A copy of the complete text
1 13 of an ordinance or amendment shall also be available for
1 14 distribution to the public at the office of the county
1 15 auditor. The auditor's certification is presumptive evidence
1 16 of the facts stated therein.
1 17 EXPLANATION
1 18 This bill authorizes a county to publish a summary of an
1 19 ordinance or amendment passed by the board of supervisors in
1 20 lieu of publishing the entire text. A copy of the complete
1 21 text of an ordinance or amendment must also be available for
1 22 distribution to the public at the office of the county
1 23 auditor.
