1 1 Section 1. Section 35B.14, unnumbered paragraph 1, Code
1 2 1995, is amended to read as follows:
1 3 The board of supervisors of each county may appropriate
1 4 moneys for the food, clothing, shelter, utilities, medical
1 5 benefits, and funeral expenses of honorably discharged,
1 6 indigent persons who served in the military or naval forces of
1 7 the United States in any war including World War I at any time
1 8 between April 6, 1917, and November 11, 1918, both dates
1 9 inclusive; World War II at any time between December 7, 1941,
1 10 and December 31, 1946, both dates inclusive; the Korean
1 11 Conflict at any time between June 25, 1950, and January 31,
1 12 1955, both dates inclusive; the Vietnam Conflict at any time
1 13 between December 22, 1961, and May 7, 1975, both dates
1 14 inclusive; and the Persian Gulf Conflict at any time between
1 15 August 2, 1990, and the date the president or the congress of
1 16 the United States declares a permanent cessation of
1 17 hostilities, both dates inclusive; who served at least ninety
1 18 days on active duty in the military or naval forces of the
1 19 United States or who served less than ninety days on active
1 20 duty in the military or naval forces of the United States and
1 21 were honorably discharged for medical or other reasons; and
1 22 their indigent spouses, surviving spouses, and minor children
1 23 not over eighteen years of age, having a legal residence in
1 24 the county. However, if congress enacts a date different from
1 25 August 2, 1990, as the beginning of the Persian Gulf Conflict
1 26 for purposes of determining whether a veteran is entitled to
1 27 receive military benefits as a veteran of the Persian Gulf
1 28 Conflict, that date shall be substituted for August 2, 1990.
1 29 EXPLANATION
1 30 This bill authorizes the board of supervisors to appro-
1 31 priate money to assist indigent, honorably discharged veterans
1 32 of the United States armed forces who served at least 90 days
1 33 on active duty or who served less than 90 days and were
1 34 honorably discharged from active duty for medical or other
1 35 reasons. The benefits are also available to the veteran's
2 1 indigent spouse and minor children.
