PAG LIN 1 1 Section 1. Section 321.473, unnumbered paragraph 2, Code 1 2 1995, is amended to read as follows: 1 3 The department may issue annual special permits for the 1 4 operation of compacted rubbish vehicles and vehicles which 1 5 transport compacted rubbish from a rubbish collection point to 1 6 a landfill area, exceeding the weight limitation of section 1 7 321.463, but not exceeding a gross weight for single rear axle 1 8 vehicles of eighty-two thousand pounds and for tandem rear 1 9 axle vehicles of eighty-four thousand pounds, not exceeding a 1 10 rear axle gross weight for two-axle vehicles of twenty-two 1 11 thousand poundsfor the period commencing July 1, 1978 and1 12ending June 30, 1986 and twenty thousand pounds commencing1 13July 1, 1986 and thereafter, and not exceeding a gross weight 1 14 on the rear axles for tandem axle vehicles or transferable 1 15 auxiliary axle vehiclesnot exceeding a gross weight on the1 16rear axlesofthirty-sixthirty-eight thousand pounds. Annual 1 17 special permits for the operation on secondary roads shall be 1 18 approved by the county engineer. Annual special permits for a 1 19 particular vehicle shall not be issued by the department 1 20 unless prior approval is given by the county engineer of the 1 21 county in which the vehicle will be operated. Annual special 1 22 permits for operation on primary roads shall be approved by 1 23 the state department of transportation. Compacted rubbish 1 24 vehicles and vehicles which transport compacted rubbish from a 1 25 rubbish collection point to a landfill area operated pursuant 1 26 to an annual special permit shall be operated only over routes 1 27 designated by the local authority. Annual special permits for 1 28 a particular vehicle shall not be issued by the department 1 29 unless approved by the local authority responsible for the 1 30 roads over which the vehicle will be operated. Annual special 1 31 permits approved by the issuing authority shall be issued upon 1 32 payment of an annual fee, in addition to other registration 1 33 fees imposed, of one hundred dollars to be paid to the 1 34 department for all nongovernmental vehicles. 1 35 EXPLANATION 2 1 The bill concerns the allowable weight for compacted 2 2 rubbish vehicles. The bill increases the maximum vehicle 2 3 weight for single rear axle vehicles from 80,000 to 82,000 2 4 pounds and for tandem rear axle vehicles from 80,000 to 84,000 2 5 pounds. The bill also increases the maximum allowable rear 2 6 axle gross weight for two-axle vehicles from 20,000 to 22,000 2 7 pounds and for tandem rear axle vehicles from 36,000 to 38,000 2 8 pounds. 2 9 LSB 2574HC 76 2 10 ec/jj/8
