PAG LIN 1 1 Section 1. Section 256.9, Code 1995, is amended by adding 1 2 the following new subsections: 1 3 NEW SUBSECTION. 49. Establish an annual uniform report 1 4 card system to be used by school districts. The director 1 5 shall specify the core areas to be included in each district's 1 6 report card and shall develop model reporting requirements 1 7 including, but not limited to, standardized test scores of 1 8 tests uniformly administered and those which students take 1 9 voluntarily, graduation rates, number of advanced placement 1 10 courses offered, pupil to teacher ratio, cost per student, tax 1 11 rate, dropout rate, and other relevant information. Minimum 1 12 reporting requirements shall also include the requirements 1 13 provided in sections 280.12 and 280.18 and the district's 1 14 progress toward meeting the goals identified in section 1 15 256.37. The director shall establish the date by which each 1 16 district's report card is due to the department. The report 1 17 card submitted under this section shall meet the reporting 1 18 requirements of section 280.18. 1 19 NEW SUBSECTION. 50. Reduce by twenty-five percent, by 1 20 July 1, 1997, compared to reporting requirements effective for 1 21 the school year beginning July 1, 1994, the paperwork that 1 22 results from state mandated reporting requirements imposed on 1 23 school districts and nonpublic schools. 1 24 Sec. 2. NEW SECTION. 279.43 SCHOOL REPORT CARD. 1 25 The board of directors of each school district shall 1 26 annually provide a copy of the report card defined under 1 27 section 256.9, subsection 49, to the department of education 1 28 and shall make copies of the report available to residents of 1 29 the district. At least annually, the district shall provide a 1 30 copy of the report card to the parents and legal guardians of 1 31 children enrolled in each public school in the district. The 1 32 report card shall be designed to inform the residents of the 1 33 district on goals, plans and progress toward goals identified 1 34 under sections 256.37 and 280.12, and achievement goals 1 35 established under section 280.18. The report card shall 2 1 contain information on the context in which education is being 2 2 offered, the education process, indicators of the success of 2 3 the education program, and performance indicators that provide 2 4 for state or national comparisons. The report card submitted 2 5 under this section shall meet the reporting requirements of 2 6 section 280.18. 2 7 Sec. 3. CONDITIONAL EFFECTIVE DATE. This Act shall not 2 8 take effect unless an appropriation is made which complies 2 9 with section 25B.2, subsection 3. 2 10 EXPLANATION 2 11 This bill establishes an annual uniform report card system 2 12 to be used by school districts and annually provided by the 2 13 districts to the department of education. The districts shall 2 14 also make copies of the report card available to residents of 2 15 the district. At least annually, the district shall provide a 2 16 copy of the report card to the parents and legal guardians of 2 17 children enrolled in each public school in the district. 2 18 The director of the department of education shall specify 2 19 the core areas to be included in each district's report card 2 20 and shall develop model reporting requirements including, but 2 21 not limited to, standardized test scores of tests uniformly 2 22 administered and those which students take voluntarily, 2 23 graduation rates, number of advanced placement courses 2 24 offered, pupil to teacher ratio, cost per student, tax rate, 2 25 dropout rate, and other relevant information. Minimum 2 26 reporting requirements shall also include the requirements 2 27 provided in sections 280.12 and 280.18 and the district's 2 28 progress toward meeting the goals identified in section 2 29 256.37. The director shall establish the date by which each 2 30 district's report card is due to the department. 2 31 The report cards designed by the districts using the 2 32 department's model are to inform the residents of the district 2 33 on goals, plans and progress toward goals identified under 2 34 sections 256.37 and 280.12, and achievement goals established 2 35 under section 280.18. The report shall contain information on 3 1 the context in which education is being offered, the education 3 2 process, indicators of the success of the education program, 3 3 and performance indicators that provide for state or national 3 4 comparisons. The report submitted shall meet the reporting 3 5 requirements of section 280.18. 3 6 The department of education is also directed to reduce by 3 7 25 percent by July 1, 1997, compared to the reporting 3 8 requirements effective for the school year beginning July 1, 3 9 1994, the paperwork that results from state mandated reporting 3 10 requirements imposed on school districts and nonpublic 3 11 schools. 3 12 This bill may include a state mandate as defined in section 3 13 25B.3. The bill shall not take effect unless an appropriation 3 14 under section 25B.2, subsection 3, is made, fully funding the 3 15 cost of the bill or funding the state's proportionate share of 3 16 the cost. 3 17 LSB 1188HC 76 3 18 kh/sc/14
