1 1 Section 1. STATE SCHOOL FOUNDATION AID. Notwithstanding
1 2 sections 257.8 and 257.16, in lieu of the amount that would be
1 3 appropriated under section 257.16 pursuant to chapter 257,
1 4 there is appropriated from the general fund of the state, for
1 5 the fiscal year beginning July 1, 1995, to the department of
1 6 management, the amount of $1,322,038,253 for state school
1 7 foundation aid. The moneys appropriated in this section shall
1 8 be distributed to school districts based upon a formula that
1 9 would provide state school foundation aid pursuant to chapter
1 10 257 in the amount appropriated in this section.
1 11 Sec. 2. EFFECTIVE AND APPLICABILITY DATES. This Act,
1 12 being deemed of immediate importance, takes effect upon en-
1 13 actment and applies to the school budget year beginning July
1 14 1, 1995. However, if 1995 Iowa Acts, Senate File 17, is
1 15 enacted during the 1995 regular session, the provisions of
1 16 Senate File 17 shall prevail over the provisions of this Act,
1 17 and the appropriation made in this Act is null and void.
1 18 EXPLANATION
1 19 This bill appropriates $1,322,038,253 for the state aid
1 20 portion of the state school foundation program for the budget
1 21 year beginning July 1, 1995. This appropriation is in lieu of
1 22 the amount that would have been appropriated pursuant to
1 23 chapter 257. This appropriation represents an automatic net
1 24 increase from last year of $5.8 million as a result of
1 25 increased enrollment and special education. In addition, the
1 26 bill appropriates an additional $50,033,244 under the state
1 27 school foundation program for the budget year beginning July
1 28 1, 1995. The total appropriation is null and void if Senate
1 29 File 17 is enacted during the 1995 regular session. The bill
1 30 is effective upon enactment and applies to the budget year
1 31 beginning July 1, 1995.
