1 1 Section 1. Section 232.2, subsection 4, Code 1995, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. g. A contract between the child's parent,
1 4 guardian, or custodian and the department or agency involved
1 5 with developing the plan. The contract shall specify the
1 6 actions expected of the parent, guardian, or custodian in
1 7 order for the department or agency to recommend that the court
1 8 terminate a dispositional order for the child's out-of-home
1 9 placement and for the department or agency to end its
1 10 involvement with the child and the child's family upon
1 11 completion of the contract requirements.
1 12 Sec. 2. Section 237.15, subsection 1, Code 1995, is
1 13 amended by adding the following new paragraph:
1 14 NEW PARAGRAPH. j. A contract between the child's parent,
1 15 guardian, or custodian and the agency responsible for creating
1 16 the plan. The contract shall specify the actions expected of
1 17 the parent, guardian, or custodian in order for the agency to
1 18 recommend that the court terminate a dispositional order for
1 19 the child's out-of-home placement and for the agency to end
1 20 its involvement with the child and the child's family upon
1 21 completion of the contract requirements.
1 22 EXPLANATION
1 23 This bill relates to case permanency plans for children in
1 24 out-of-home placements.
1 25 A case permanency plan is required under chapter 232,
1 26 relating to juvenile justice, for adjudicated out-of-home
1 27 placements of children found to have committed a delinquent
1 28 act, children found to be in need of assistance, children for
1 29 whom parental rights have been terminated, children with
1 30 mental retardation or other developmental disabilities who
1 31 have been voluntarily placed out-of-home, and under chapter
1 32 237, relating to foster care review, for children placed in
1 33 foster care.
1 34 The bill requires that the case permanency plan required
1 35 under those chapters contain a contract between the child's
2 1 parent, guardian, or custodian and the department of human
2 2 services or agency creating the plan. The contract is to
2 3 specify the actions expected of the parent, guardian, or
2 4 custodian in order for the department or agency to request
2 5 termination of a court order for out-of-home placement and to
2 6 end its involvement with the child and the child's family upon
2 7 completion of the contract requirements.
