1 1 Section 1. Section 327J.2, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 4. APPROPRIATION. There is appropriated
1 4 from the general fund of the state to the fund, for the fiscal
1 5 year beginning July 1, 1996, and for each succeeding fiscal
1 6 year, the sum of two million five hundred thousand dollars, to
1 7 be used for the purposes designated in section 327J.3,
1 8 subsection 1.
1 9 Sec. 2. There is appropriated from the general fund of the
1 10 state to the passenger rail service revolving fund established
1 11 under section 327J.2, for the fiscal year beginning July 1,
1 12 1995, and ending June 30, 1996, the following amount, or so
1 13 much thereof as is necessary, to be used for the purposes
1 14 designated in section 327J.3, subsection 1:

1 16 EXPLANATION
1 17 This bill appropriates moneys from the general fund of the
1 18 state to the passenger rail service revolving fund. For the
1 19 fiscal year beginning July 1, 1995, and ending June 30, 1996,
1 20 the bill appropriates $4 million. For the fiscal year
1 21 beginning July 1, 1996, and each succeeding fiscal year, the
1 22 bill appropriates $2.5 million. The moneys are to be used to
1 23 pay the costs associated with the initiation, operation, and
1 24 maintenance of rail passenger service.
1 25 BACKGROUND STATEMENT
1 26 SUBMITTED BY THE AGENCY
1 27 In 1991, the states of Iowa, Illinois, and Nebraska
1 28 requested Amtrak to study establishing new rail passenger
1 29 service along the Chicago and Northwestern's main line between
1 30 Chicago and Council Bluffs/Omaha. Amtrak concluded that
1 31 service could be established under state sponsorship with
1 32 capital and operating expenses shared by the states and
1 33 Amtrak.
1 34 A prime consideration for providing rail passenger service
1 35 on new routes is how the costs are shared between the parties.
2 1 Amtrak requires participants to pay 100 percent of equipment
2 2 and station costs. The three states would share equipment and
2 3 operating costs.
2 4 The general assembly enacted legislation in 1992 which
2 5 created the passenger rail service revolving fund and provided
2 6 for its administration. No appropriation has been made to
2 7 this fund. An appropriation from the state general fund is
2 8 recommended to fund Iowa's share of the new service across
2 9 central Iowa.
