House Study Bill 41

  1  1    Section 1.  Section 152.5, subsection 1, paragraphs c and
  1  2 d, Code 1995, are amended to read as follows:
  1  3    c.  Requires, for graduation of a registered nurse
  1  4 applicant, the completion of at least a two academic year
  1  5 course of study or its equivalent which is integrated in
  1  6 theory and practice as prescribed by the board.
  1  7    d.  Requires, for graduation of a licensed practical nurse
  1  8 applicant, the completion of at least an one academic year
  1  9 course of study or its equivalent in theory and practice as
  1 10 prescribed by the board.
  1 11    Sec. 2.  Section 152.7, subsections 3 and 4, Code 1995, are
  1 12 amended to read as follows:
  1 13    3.  If to practice as a registered nurse, holds a diploma
  1 14 or degree resulting from the completion of a course of study
  1 15 in a program approved pursuant to section 152.5, subsection 1,
  1 16 paragraph "c".  Complete a course of study approved by the
  1 17 board pursuant to section 152.5.
  1 18    4.  If to practice as a licensed practical nurse, holds a
  1 19 diploma resulting from the completion  of a course of study in
  1 20 a program approved pursuant to section 152.5, subsection 1,
  1 21 paragraph "d" or has successfully completed at least one
  1 22 academic year of a course of study in a program approved
  1 23 pursuant to section 152.5, subsection 1, paragraph "c" and has
  1 24 successfully completed all theoretical and clinical training
  1 25 as is required for a licensed practical nurse.  
  1 26                           EXPLANATION
  1 27    This bill requires that an individual complete one academic
  1 28 year of study as prescribed by the board of nursing examiners
  1 29 to be licensed as a practical nurse and two academic years of
  1 30 study as prescribed by the board of nursing examiners to be
  1 31 licensed as a registered nurse.  The statute would no longer
  1 32 recognize an equivalent in theory and practice.  Section 152.7
  1 33 is rewritten to simplify the language and reflect the changes
  1 34 for the licensing of practical nurses and registered nurses.

  2  1                     SUBMITTED BY THE AGENCY
  2  2    The bill supports graduation from state-approved education
  2  3 programs which provide comprehensive preparation for the roles
  2  4 of the licensed practical nurse and registered nurse as the
  2  5 most appropriate requirement for licensure.
