1 1 Section 1. The following amendment to the Constitution of
1 2 the State of Iowa is proposed:
1 3 Article VII of the Constitution of the State of Iowa is
1 4 amended by adding the following new section:
1 5 FISH AND WILDLIFE PROTECTION FUNDS. Sec. 9. All revenue
1 6 derived from state license fees for hunting, fishing, and
1 7 trapping, and all state funds appropriated for, and federal or
1 8 private funds received by the state for, the regulation or
1 9 advancement of hunting, fishing, or trapping, or the
1 10 protection, propagation, restoration, management, or harvest
1 11 of fish or wildlife, shall be used exclusively for the
1 12 performance and administration of activities related to those
1 13 purposes.
1 14 Sec. 2. The foregoing proposed amendment, having been
1 15 adopted and agreed to by the Seventy-fifth General Assembly,
1 16 1993 Session, thereafter duly published, and now adopted and
1 17 agreed to by the Seventy-sixth General Assembly in this joint
1 18 resolution, shall be submitted to the people of the State of
1 19 Iowa at the general election in November of the year nineteen
1 20 hundred ninety-six in the manner required by the Constitution
1 21 of the State of Iowa and the laws of the State of Iowa.
1 22 EXPLANATION
1 23 This joint resolution proposes an amendment to the
1 24 Constitution of the State of Iowa to restrict the expenditure
1 25 of state license fees received from hunting, fishing, and
1 26 trapping, and other public and private funds appropriated,
1 27 allocated, or received by the state for fish and wildlife
1 28 protection purposes.
1 29 The proposed amendment to the Constitution of the State of
1 30 Iowa in this joint resolution was previously passed as House
1 31 Joint Resolution 28 by the Seventy-fifth General Assembly,
1 32 1993 Session (1993 Iowa Acts, chapter 184), and if adopted and
1 33 agreed to by the Seventy-sixth General Assembly, the proposed
1 34 amendment will be submitted to the state electorate at the
1 35 general election held in November 1996, for ratification.
