1 2 BY WELTER
1 3 A House Resolution supporting the use of more than one
1 4 crew member in freight railroad operations.
1 5 WHEREAS, if trains are operated with only one crew
1 6 member, the likelihood of highway-rail grade crossings
1 7 being blocked for greater periods of time will
1 8 increase, thereby hindering emergency vehicles; and
1 9 WHEREAS, the use of only one employee in the
1 10 locomotive will reduce the ability to protect against
1 11 human error which may cause an accident; and
1 12 WHEREAS, the possibility of train collisions and
1 13 impacts with highway vehicles will be increased if
1 14 freight trains are allowed to operate with only one
1 15 crew member; and
1 16 WHEREAS, the safety of railroad operations must be
1 17 maintained at its highest level in order to protect
1 18 the public; and
1 19 WHEREAS, the public will be placed at great risk if
1 20 freight railroads are allowed to operate trains with
1 21 only one person in the locomotive; NOW THEREFORE,
1 22 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
1 23 That no freight railroad should operate a train in
1 24 Iowa with only one crew member working in the
1 25 locomotive.
