PAG LIN 1 1 HOUSE RESOLUTION NO. 1 2 BY FALLON, HURLEY, WITT, HAMMITT BARRY, O'BRIEN, 1 3 COON, JOCHUM, LORD, HOLVECK, KREMER, BURNETT, HOUSER, 1 4 HARPER, JACOBS, NELSON of Marshall, VAN FOSSEN, 1 5 SHOULTZ, SUKUP, BODDICKER, SCHULTE, CONNORS, GARMAN, 1 6 BERNAU, BRAND, TYRRELL, MAIN, MASCHER, HUSEMAN, 1 7 KREIMAN, BRUNKHORST, WELTER, MERTZ, MAY, BOGGESS, 1 8 THOMSON, LARKIN, MUNDIE, NUTT, LARSON, DAGGETT, 1 9 OSTERHAUS, HEATON, GRUNDBERG, CARROLL, CHURCHILL, 1 10 NELSON of Pottawattamie, ERTL, VEENSTRA, BRANSTAD, 1 11 EDDIE, METCALF, LAMBERTI, HARRISON, DISNEY, MARTIN, 1 12 VANDE HOEF, BRAUNS, HANSON, RANTS, KLEMME, GRUBBS, 1 13 BLODGETT, and GRIES 1 14 A House Resolution relating to the adverse effects of 1 15 excessive television viewing and supporting National 1 16 TV - Turnoff Week. 1 17 WHEREAS, according to a 1996 A.C. Nielsen survey, 1 18 the average American watches more than four hours of 1 19 television each day; and 1 20 WHEREAS, upon graduation from high school, the 1 21 average American child will be estimated to have spent 1 22 more time watching television than in school, and by 1 23 age 65 Americans will be estimated to have spent nine 1 24 years of their life watching television; and 1 25 WHEREAS, television viewers are constantly exposed 1 26 to a barrage of messages which depict and glorify 1 27 violence, sexual license, materialism, family 1 28 alienation, suicide, drug and alcohol abuse, racism, 1 29 and sexism; and 1 30 WHEREAS, the influence wielded by the television 2 1 industry and its advertisers has had a negative effect 2 2 on society in general and young people in particular; 2 3 and 2 4 WHEREAS, an increasing number of young people are 2 5 alienated from civilizing values and family 2 6 structures, resulting at least in part from the 2 7 interference of television viewing with reading, 2 8 family interaction, creative development, academic 2 9 growth, and physical fitness; and 2 10 WHEREAS, an estimated three million people in 2 11 25,000 schools and community groups across the country 2 12 will turn off their television sets in observance of 2 13 the second annual National TV - Turnoff Week, April 2 14 24-30, 1996; and 2 15 WHEREAS, National TV - Turnoff Week is sponsored by 2 16 TV-Free America, a nonprofit organization that 2 17 encourages Americans to reduce the amount of 2 18 television they watch in order to promote richer, 2 19 healthier, and more connected lives, families, and 2 20 communities; and 2 21 WHEREAS, many participants in the 1995 National TV 2 22 - Turnoff Week reported that their families continued 2 23 watching significantly less television than they had 2 24 previously watched long after the week had ended; and 2 25 WHEREAS, National TV - Turnoff Week is endorsed by 2 26 a number of national organizations, including the 2 27 American Medical Association, American Psychiatric 2 28 Association, National Association of Elementary School 2 29 Principals, National Coalition on Television Violence, 2 30 American Federation of Teachers, Congress of National 3 1 Black Churches, Natural Resources Defense Council, 3 2 Children's Defense Fund, Libraries for the Future, 3 3 National Association for the Education of Young 3 4 Children, American Academy of Family Physicians, 3 5 Council for Basic Education, Literacy Volunteers of 3 6 America, American Nurses Association, National 3 7 Association of School Psychologists, National 3 8 Association for Girls and Women in Sport, National 3 9 Religious Partnership for the Environment, Family 3 10 Research Council, National Association for Sport and 3 11 Physical Education, Association for Library Service to 3 12 Children, a Division of the American Library 3 13 Association, Student Environmental Action Coalition, 3 14 and the President's Council on Physical Fitness and 3 15 Sports; NOW THEREFORE, 3 16 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 3 17 That the House supports and encourages the observance 3 18 of National TV - Turnoff Week by the citizens of Iowa. 3 19 BE IT FURTHER RESOLVED, That copies of this 3 20 resolution be transmitted by the Chief Clerk of the 3 21 House of Representatives to the Department of 3 22 Education for distribution throughout the state 3 23 primary and secondary public and private school 3 24 systems, colleges and universities, and by the 3 25 Division of Library Services to state and municipal 3 26 libraries. 3 27 LSB 4456HH 76 3 28 rn/jj/8.2
