1 1 HOUSE RESOLUTION NO.
1 2 BY DAGGETT, GRUBBS, GRUNDBERG, and GRIES
1 3 A Resolution requesting an interim study committee to
1 4 review state school mandates and the unfunded
1 5 or underfunded elements of the school aid formula.
1 6 WHEREAS, local school districts are concerned about
1 7 state mandates that are not funded by the state; and
1 8 WHEREAS, inequities between school districts are
1 9 increasing because of escalating transportation costs,
1 10 special needs resulting from declining or increasing
1 11 enrollments, and the needs of students who are ill-
1 12 prepared to successfully complete the requirements of
1 13 a standard school curriculum; and
1 14 WHEREAS, property tax is increasingly relied upon
1 15 both to meet the state's underfunding of special
1 16 education costs and because of the state's failure to
1 17 fully fund its obligation to districts that have
1 18 approved the instructional support levy; and
1 19 WHEREAS, there is a need for close scrutiny of
1 20 elements of the school aid formula that increase local
1 21 property tax burdens; NOW THEREFORE,
1 22 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
1 23 That the Legislative Council is requested to establish
1 24 an interim study committee to review the potential of
1 25 eliminating certain state school mandates and the
1 26 unfunded or underfunded elements of the school aid
1 27 formula. The study committee shall present its
1 28 recommendations to the General Assembly by December
1 29 15, 1995.
