  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Section 2 of Article IV of the Constitution of the State of
  1  4 Iowa, as amended by amendment number 1 of the Amendments of
  1  5 1972 and amendment number 1 of the Amendments of 1988, is
  1  6 repealed and the following adopted in lieu thereof:
  1  7    ELECTION AND TERM.  SEC. 2.  The Governor and the
  1  8 Lieutenant Governor shall be elected by the registered voters
  1  9 at the time and place of voting for members of the General
  1 10 Assembly.  Each of them shall hold office for four years from
  1 11 the time of installation in office and until a successor is
  1 12 elected and qualifies.  A person shall not be elected as
  1 13 Governor more than two consecutive times.  If a person serves
  1 14 three or more years of a term to which some other person was
  1 15 elected, the partial term shall be included as a consecutive
  1 16 election.  This limitation on the number of terms shall apply
  1 17 to terms of office beginning on or after January 1, 1999.
  1 18    Sec. 2.  The foregoing amendment to the Constitution of the
  1 19 State of Iowa is referred to the General Assembly to be chosen
  1 20 at the next general election for members of the General
  1 21 Assembly and the Secretary of State is directed to cause the
  1 22 same to be published for three consecutive months previous to
  1 23 the date of that election as provided by law.  
  1 24                           EXPLANATION
  1 25    This resolution proposes an amendment to the Constitution
  1 26 of the State of Iowa providing that a person elected to the
  1 27 office of governor is limited to two consecutive terms of
  1 28 office.  A partial term of three years or more is considered a
  1 29 consecutive election.  The limitation applies to terms of
  1 30 office beginning on or after January 1, 1999.  The resolution,
  1 31 if adopted, would be referred to the next general assembly
  1 32 before being submitted to the electorate for ratification.
