1 1 Section 1. Section 481A.10A, Code 1995, is amended to read
1 2 as follows:
1 3 481A.10A FARMER ADVISORY COMMITTEE – DEPREDATION PERMITS.
1 4 1. The director shall establish a farmer advisory
1 5 committee for the purpose of providing information to the
1 6 department regarding crop and tree damage caused by deer, wild
1 7 turkey, and other predators. The committee shall serve
1 8 without compensation or reimbursement for expenses.
1 9 2. Trees grown for shelter or ornamental purposes shall be
1 10 considered high-value horticultural crops for the purpose of
1 11 qualifying the landowner for one or more depredation permits
1 12 to take deer or other protected wildlife which are seriously
1 13 damaging the trees. When serious damage to trees is shown,
1 14 and upon application, the department shall issue one or more
1 15 depredation permits to the landowner or a designee. The
1 16 permits shall be valid only on the landowner's property or on
1 17 the property which is immediately adjacent to the landowner's
1 18 property.
1 19 EXPLANATION
1 20 This bill provides that trees which are grown for shelter
1 21 or ornamental purposes shall be considered high-value
1 22 horticultural crops for the purpose of qualifying the
1 23 landowner for one or more depredation permits for deer or
1 24 other protected wildlife which are seriously damaging the
1 25 trees. If the serious damage to trees is shown, and upon
1 26 application, the department shall issue one or more
1 27 depredation permits to the landowner or a designee. The
1 28 permits shall be valid only for hunting on the landowner's
1 29 property or on the land which is immediately adjacent to the
1 30 landowner's land.
