  1  1    Section 1.  NEW SECTION.  256.19A  TECHNICAL EDUCATION
  1  2 PARTNERSHIP PILOT PROGRAM.
  1  3    1.  The department shall establish a pilot project to
  1  4 facilitate the development of technical education partnership
  1  5 programs between community colleges and school districts.  The
  1  6 purpose of a partnership program is to prepare students for
  1  7 careers in technical, trade, vocational, and industrial
  1  8 occupations.  Under a partnership program, students enrolled
  1  9 in a secondary school vocational program shall have access to
  1 10 programs, courses of instruction, and faculty at a community
  1 11 college.
  1 12    2.  The department shall approve for participation in the
  1 13 pilot project a partnership program between a community
  1 14 college that existed as an area vocational school until
  1 15 January 1, 1992, and a school district located within the
  1 16 merged area of that community college that has a certified
  1 17 enrollment of at least ten thousand students.
  1 18    3.  Annually, for the fiscal year commencing July 1, 1996,
  1 19 and for each of the next following four fiscal years, there is
  1 20 appropriated from the general fund of the state to the
  1 21 department of education, the amount of seven hundred fifty
  1 22 thousand dollars to be distributed to the community college
  1 23 and school district approved for participation in the pilot
  1 24 project for a technical education partnership program.
  1 25 Notwithstanding section 8.33, moneys appropriated in this
  1 26 section remaining unexpended at the end of a fiscal year shall
  1 27 not revert to the general fund of the state, but shall carry
  1 28 over and may be expended for program purposes during the next
  1 29 fiscal year.
  1 30    4.  No later than October 1, 1996, the boards of directors
  1 31 of the community college and the school district approved for
  1 32 participation in the pilot project shall submit to the
  1 33 department of education, a plan for administration of the
  1 34 pilot project for each of the five years of the program, and
  1 35 by August 15 following each fiscal year, shall also provide an
  2  1 annual accounting of program expenditures for the previous
  2  2 fiscal year.  The annual plan shall address the potential for
  2  3 accessing the community college apprenticeship program
  2  4 pursuant to section 260C.44, the quality instruction center
  2  5 program, with a focus on vocational, technical, and
  2  6 occupational program development pursuant to section 260C.45,
  2  7 and program sharing pursuant to section 260C.46.
  2  8    Sec. 2.  This Act, being deemed of immediate importance,
  2  9 shall take effect upon enactment for the purpose of budget
  2 10 computations for the school budget year beginning July 1,
  2 11 1996.  
  2 12                           EXPLANATION
  2 13    This bill directs the department of education to establish
  2 14 a pilot project to facilitate the development of technical
  2 15 education partnership programs between community colleges and
  2 16 school districts.  A community college that existed as an area
  2 17 vocational school until January 1, 1992, and a school district
  2 18 located within the merged area of that community college that
  2 19 has a certified enrollment of at least 10,000 students shall
  2 20 be approved for participation in the pilot project.
  2 21    For each of the next five fiscal years, $750,000 is
  2 22 appropriated to be distributed to the community college and
  2 23 the school district for the pilot project.  Moneys
  2 24 appropriated will not revert at the end of a fiscal year, but
  2 25 may be expended for program purposes during the next fiscal
  2 26 year.
  2 27    The bill requires that the boards of directors submit a
  2 28 plan for the administration of the program to the department
  2 29 of education by October 1, 1996, and that they submit an
  2 30 annual accounting of program expenditures each year after the
  2 31 close of the fiscal year.
  2 32    The bill takes effect upon its enactment.
